Phillip Lefor: there is a space for progress at the Geneva discussions

Participants of the Geneva discussions on safety in Transcaucasia should operate more actively for working out the legal document of non-use of force against South Ossetia by Georgia. It has been declared by the Plenipotentiary of the President of South Ossetia on the post conflict settlement Boris Chochiev at the joint briefing of the co-chairmen of the Geneva discussions in Tskhinval.

«We should advance ourselves more actively to the basic question - to the legal document ensuring non-use of force. We can hear different statements of Saakashvili regime and it should be taken into account at the Geneva discussions», - the Plenipotentiary has underlined. He has expressed his gratitude to the EU co-chairman of the discussions Pierre Morel, for his efforts during the last three years within the frames of the Geneva format; he has also characterized Phillip Lefor who replaced Pierre Morel, as the skilled diplomat familiar with the issues of South Ossetia.«Pierre Morel in the near future will be transferred to another position and Phillip Lefor will become the EU co-chairman of the Geneva discussions. He is the former ambassador of France in Georgia; he has had experience in Moscow and has the first-hand knowledge of South Ossetia. Today we have had a very interesting meeting», - Chochiev has noted. As he has said, besides a question of non-use of force, the South Ossetian delegation will also discuss the problems of population in Leningorskiy district, the missing citizens of the RSO at the next round of discussions.In turn, the just appointed EU co-chairman of the Geneva discussions Phillip Lefor has noted that the meeting was very fruitful.«I consider that we have a space for progress. There are certain disagreements, but all of us can move forward», - he has underlined.According to the OSCE co-chairman Giedrius Chekuolis, preparation for the Geneva discussions was constructive and they are expected to be progressive.«I wish the constructive steps would be more», - Chekuolis has emphasized. According to the representative of the management of the United Nations Office of the High Commissioner for Refugees Christopher Bierviz, the detailed conversation has been held in Tskhinval where the importance of the Geneva discussions has been confirmed. In his opinion, the Geneva Discussions is the only forum, where the issues of Transcaucasia, including the humanitarian problems and safety, may be discussed. «Relying on this fact I can tell that we have a very good ground for continuation the discussions», - Bierviz has declared.It should be noted that the 17th round of the Geneva discussions is planned for October, 3-4, 2011.
