Presidium of the Parliament at today's meeting heard a report of the parliamentary commission on passport system of the citizens of South Ossetia, living in Leningor district, as well as on the order of crossing the state border with Georgia. The information was presented by Deputy Speaker Yuri Dzitstsoity. He has recalled that at the recent meeting a parliamentary deputy Vadim Gabaraev reported that the situation in Leningor district was tight, because many people, who had left the territory of Georgia, could not return home, because they were not the RSO passport holders.
The interim commission wasset up to find out the causes of the situation.
"As it turned out, the residents of Leningor district have not any obstacles in getting passports of a citizen of South Ossetia. But they worry, that if they become the citizens of South Ossetia, they may have problems with the citizenship of Georgia, they will have to renounce it. And that is true. This question will arise sooner or later very tough, "- said Dzitstsoity.
He noted that the legal support of the entry, exit and staying of the citizens in the district has serious flaws. In this regard, the commission has proposed to determine the mechanisms and timing of granting or denial of citizenship, as well as issuing passports to natives of Leningor district of South Ossetia.
"The relevant amendments to the Citizenship Act of the RSO, in particular, "residence permit" may help in regulation of migration in South Ossetia. In this case the owners of this document will not be able to participate in the political life of the Republic or cross the Russian-South Ossetian border "- said Deputy Speaker.
The document caused a heated discussion among the parliamentarians, whose views differed significantly. In the end it was decided to bring an issue up for the meeting of Parliament, and then submit the information to the government for focusing on this problem.
Today has also been considered a draft law "On service in customs authorities of South Ossetia", which was also included in the agenda of the next meeting.
