President of South Ossetia Leonid Tibilov did not issue any decree or order regarding the demolition of the burned and destroyed houses in the villages of the Republic.

He has noted that the author of the article in the "Izvestia" was surely suffering from a lack of information about the political and geographical realities of South Ossetia, and his free and irrelevant use of the term "enclave" suggests his desire to submit to the reader the "hot" information.
"There had never been any Georgian enclaves in South Ossetia. There were villages with a mixed Georgian-Ossetian population. The Ossetian population was expelled out of them in 1989-1992, and the villages were temporarily occupied by the Georgian army and turned into some "hornet's nest" for fighting against South Ossetia ", - stressed the envoy.
Dzhioev has reminded that in 2008, during the treacherous Georgian aggression against South Ossetia, the villages to the north of Tskhinval were destroyed and burned.
"The responsibility for this rests with those who unleashed this barbaric war against the people of South Ossetia. Who would have wanted to turn it into the open field - said Dzhioev. – The Independent EU commission has clearly recognized that the war in August 2008, was unleashed by Georgia. So, the Georgian authorities should be responsible for all the sufferings caused to the people of South Ossetia, regardless of nationality. "
Dzhioev has also recalled that in 1989-1992, the Georgian aggressors completely burned or destroyed 117 South Ossetian villages;over 100,000 Ossetianswere expelled from the different parts of Georgia.
"In the villages located to the north and to the east of Tskhinval about 30-40% of the population had been the Ossetians whose homes were burned and looted, - said the envoy. - In spite of numerous appeals of South Ossetia to all the international bodies, during these years no one paid any attention to them."
According to Dzhioev, the houses were burned many years ago; standing in ruins, of course, they fell into total disrepair.
"Now South Ossetia continues to heal the wounds of the war, is being restored; of course, there are plans for the rehabilitation of areas affected by the war - said Dzhioev. - The authorities of the Republic have repeatedly expressed the willingness to resolve all issues with regard to the internationally accepted standards, the current realities. "
Finally Dzhioev added that there were a lot of Georgian villages in South Ossetia.
