Khokh Gagloyty: The South Ossetian side is aimed at a constructive dialogue within the framework of MPRI

The South Ossetian side is aimed at a constructive dialogue within the frames of Mechanisms on Prevention and Reaction to Incidents (MPRI). This was declared by the RSO Deputy Presidential Envoy for post-conflict settlement Khokh Gagloyty after a meeting of the MPRI participants in the Georgian village of Ergneti, bordering on South Ossetia.

According to him, there were nine questions on the agenda.
"The situation related to the landing of the Russian Emergencies Ministry helicopter at the border with Georgia on September 21 was also discussed, - said Gagloyty. - The Georgian side has alleged a violation of the airspace of the state, but it has taken into account the comments of Foreign Minister of South Ossetia and the Russian Federation confirming that the helicopter landing was caused by failure of the navigation equipment. At the meeting it was stated that in the future it would be made every endeavor the similar incidents not to recur."
Concerning the fate of the citizens of South Ossetia in prisons of Georgia, Gagloyty stressed that the South Ossetian side had got face to face with an unpleasant misunderstanding.
"With great disappointment we have informed the Georgian side that there was a very strange mistake in the list of the citizens of South Ossetia, which they presented to us," - said Gagloyty.
He has noted that the list was composed of three categories of people, in one of which were mentioned six people allegedly released earlier.
"After our checking up it was found out that four of the six people on the list were still serving sentence in the Georgian prisons and one was being kept under house arrest in one of the villages of Gori district," - said the Deputy Ambassador.
He added that the South Ossetian side had called on the Georgian colleagues to revise the list.
"Of course, it's crazy that a party, representing its state, has introduced false information before the international format. However, I will refrain from commenting, as we focus on a constructive dialogue - said Gagloyty. - Therefore, stepping away from the emotional evaluations, we appealed to our colleagues to make new listing and give us actual data."
According to the Deputy Ambassador, at the meeting was also discussed the issue of two Georgian citizens detained in South Ossetia.
"A citizen of Georgia named Kobakhidze for the second time crossed the border and said that he had done it intentionally. So the violation was intentional, against this man began criminal proceedings. The second detained citizen of Georgia - Mekarishvili – was stated as the accessory to the case," - said Khokh Gagloyty.
He noted that at the meeting was also raised the issue of the missing persons.
"Once again the Georgian side has not presented anything new on this issue - said Gagloyty. - I have also asked whether Georgia began criminal proceedings on the missing South Ossetian citizens: Khugaev, Khachirov, Pliev, Ikaev, Kabisov, taking into account that we have sufficient material to initiate the investigation process, but the Georgian participants were unable to answer this question."
Gagloyty has added that at the meeting was also considered the issue of the villagers of Zardiantkari, who are concerned about the fact that the Ministry of Internal Affairs of Georgia placed a police post in the village of Zardiantkari several hundred meters closer to the border of South Ossetia.
"We have stated that the issue is still unresolved. I want to stress once again that the Georgian side has to remove the post into the former place to solve the existing problem, "- said Gagloyty.
He has added that the Georgian side also stated that at the regions bordering on South Ossetia is taking place mobilization of the Russian Army.
"The Georgian side has informed us on their concerns on the hotline. We explained to them that this was associated with the festivities in South Ossetia - said Gagloyty. - When major celebrations take place, extensive security measures are also observed."
Observers for the European Union stressed at the meeting that after the holidays at the border areas of South Ossetia had not been fixed any incident.
