To establish a streamlined, up-to-date system of planning and accounting for using the funds allocated from the Russian budget for South Ossetia, is the most important question to date. This was stated by Deputy Prime Minister of Russia - Presidential Plenipotentiary Envoy to the North Caucasus Federal District, co-chairman of the Russian party of the Intergovernmental Commission on socio-economic cooperation between the Russian Federation and the Republic of South Ossetia Alexander Khloponin at the meeting of the Intergovernmental Commission on socio-economic development of South Ossetia.
He has noted that this is the guarantee of the effectiveness of the common efforts, the end result of which is improvement of the quality of life of all the residents of South Ossetia.
"I`d like to point out that much has been done of the agreements reached at the previous meeting of the IGC - Khloponin said. - Today, more than ever, it is obvious a professional work of the current South Ossetian government, in spite of the fact that you have to manually modify the regulatory framework. This is hard work and I once again I want to thank you for it. "
Co-chairman of the Russian party of the IGC has said that South Ossetia has been doing a great deal of the quality job. "The government of South Ossetia with the Russian Ministry of Finance normalized the budget process, and this is the most important basic functional element to resolve the further issues. A number of normative acts have been developed in the area of budget legislation. First the Republic entered the system of accounts. Budget funds are allocated strictly to budget recipients and the events. The plan and the schedule for the establishment and functioning of the Treasury in the country have also been approved, "- said Khloponin.
According to him, at the final stage is the development of the Strategy for socio-economic development of the Republic of South Ossetia, are being finalized the sectoral development programs.
"We've got 12 programs of varied quality. But, nevertheless, this is the launch pad from which we can really move forward, realizing the tasks, assigned by the presidents of the Russian Federation and the Republic of South Ossetia" - he said.
The Vice-Premier of Russia has added that in order to improve the legislation of South Ossetia, in almost all spheres, the Russian and South Ossetian executive authorities established 13 joint working groups.
He has noted that today he has seen with his own eyes how much work is still to be done in the future, "and in the near future, not delaying this task for an indefinite term."
Khloponin, on behalf of the leaders of Russia Vladimir Putin and Dmitry Medvedev, congratulated the President of South Ossetia Leonid Tibilov on a year anniversary of his presidency.
"We have really seen how much efforts the leadership of the Republic applies today to socio-economic development, improving the welfare of the citizens. Our relationship are built on friendship and close partnership," - said the head of the Russian delegation.
The most important guideline to work together, according to Khloponin, was the outcome of the meetings between the presidents of Russia and South Ossetia in Sochi and in Moscow.
"On the basis of the agreements reached at top level, the Russian Federation had been providing and will be providing financial assistance for socio-economic development of South Ossetia. The legal framework for bilateral cooperation has also been created and will be improved, the basis for which is the Treaty of Friendship, Cooperation and Mutual Assistance signed in 2008. For the development of this treaty had been adopted more than 60 additional bilateral acts, another 40 are at the stage of improvement, "- he said.
At today's meeting of the IGC, according to Khloponin, it`s necessary to discuss a number of important issues on the agenda, and make the coordinated decisions.
"In general, I can say that in the course of preparation for this event, we, together with the South Ossetian counterparts discussed almost all the issues and we have no contentious issues, not to be solved in the near future," - he added.
Khloponin has thanked the leadership of South Ossetia for the warm welcome, noting that the participation of President Leonid Tibilov in the IGC meeting has raised the status of the event and imposes a high responsibility on the participants of the meeting to solve the problems faced by the IGC.
"We have heard much about the hospitality and cordiality of the Ossetian people, making a visit to North Ossetia. It`s especially nice to visit the Republic for the first time and see this hospitality ourselves," - said Khloponin.
