South Ossetia should become an economically self-sufficient state - Minister of Economy

The Investment program to promote socio-economic development of South Ossetia in 2013 will help to solve a number of complex and extremely pressing social problems in the Republic, said at the briefing in Tskhinval Minister of Economic Development of South Ossetia Zalina Khugati, commenting on the results of the eighth meeting of the Intergovernmental Commission on socio- economic cooperation between South Ossetia and Russia, held in Moscow on June 19, 2013.

Khugati has reported that the volume of the investment funds for the current year is 2,000,000,000 7,000,000 rubles.
"This year, the Investment program provides for significant amount of funding - about 600 million rubles- for beautification of the town, distributing networks, sewerage and gas supply. 200 million rubles are provided for solving the housing problem. Will be completed the construction of four-story buildings in the micro-district "The Northern", construction of new homes in the border area. It is impossible to solve all the problems on housing, but a major step in this direction has already been made, "- said the minister.
According to the minister, the Investment program has also included funds for the completion of the carryover capital construction facilities, some of which will be completed in 2013.
"This is a complex of government buildings and facilities of road construction. The South Ossetian side has already implemented a number of agreements that will enable to begin financing the Investment program in the near future "- emphasized Khugati.
Certain difficulties arose at including into the Investment program for the current year, the construction of agricultural and industrial facilities.
"All the proposed activities both in agriculture and industry must be well-defined; it should be calculated efficiency of the supposed investments. We must give a clear explanation for what will be the profitability of these funds, how it will contribute to the economic development of the Republic. We could not fully cope with this work, so for the current year funding in these areas will not be so significant, "- she said.
Khugati added that the Investment program for 2013 had included funds for the construction of a local history museum in Tskhinval, as well as the construction of rural health posts in all districts of South Ossetia.
In 2014 it will be built funds into the Investment program for the development of construction documentation of the plants "Timber processing"," Vibromashina "and "Emalprovod".
"These enterprises have to provide substantiation report for the requested funds. Then all this documentation will be submitted to the Russian side and will be made a relevant decision. This year, there were not allocated funds for these plants "- said Khugati.
Also in 2014 will begin full implementation of the program for the development of border areas.
According to Khugati, the system of financing South Ossetia by the Russian Federation, at last, has acquired transparency – the Investment program for 2014-2016 will be formed taking into account the priorities and the need for facilities.
"Almost all our work in the investment field is moving on to a qualitatively new system of work – it`s drawing our plans based on the developed strategic documents, as well as a systematic approach to the development of the economy as a whole. Are defined the goals and objectives based on which are developed a medium-term and sectoral programs. The Republic should become a self-sufficient state financially and economically. This is the challenge we will solve. We also see the ways of solution. "
Currently, the Ministry of Economic Development of South Ossetia, according to Khugati, is working to finalize a package of documents for approval the strategy of socio-economic development, the medium-term development program to 2017, as well as the sectoral programs.
"All of these strategic documents must be finalized by August 20 and submitted to the Ministry of Regional Development. In the medium term, we aim to achieve a level of own-source revenues to at least 15-20%. It will be a great achievement for us,"- concluded Khugati.
It should be reminded that the eighth session of the Intergovernmental Committee on socio-economic cooperation between South Ossetia and Russia was held in Moscow on June 19, 2013.
