The press service of the Committee has noted that, finding himself in a hopeless situation, Shulgaty several times unsuccessfully appealed to the Georgian authorities with a demand to recover monetary compensation from health workers, who, in his opinion, reacted negligently to the treatment of his parents on the basis of ethnic hatred, which entailed them death.

“Having realized that it was useless to appeal to official Tbilisi with such a question, MG Shulgaty wrote a letter to the Strasbourg court. Soon after that, officers of the special department of the Georgian Ministry of Internal Affairs took him into the forest, beat him and threatened him with physical violence. The fear for life and the lack of basic conditions for existence forced Shulgaty M. G. to commit an illegal act, commit a deliberate crossing of the border and appeal to the leadership of the RSO," the report says.

The KGB has emphasized that against the background of this, the position of international observers of the European Union (EU), who, being on the territory of Georgia, ignore the problem of discrimination against people on the basis of national origin, which has long been part of the state policy of the Tbilisi regime, causes particular bewilderment.
