In 2013 the South Ossetian border guards detained more than 250 violators of the state border - KGB

October 11-18 the KGB of South Ossetia considered the cases against two citizens of Georgia, reported IA "Res" the press service of the KGB of South Ossetia.
"A citizen of Georgia Zakro Chochishvili, a native of the village of Patara Khurvaleti in Gori district of Georgia, detained October 11 in the RSO settlement of Orchosan, by the court decision was fined 2000 roubles and expelled from the Republic. Another citizen of Georgia, Janicke Gabrichidze, a resident of Tkibuli, detained October 13 in the village of Chorbauli in Znaur district of South Ossetia, is under investigation", - explained in the KGB official.
From January to September 2013 the Border Guard Service considered the cases against 109 citizens of South Ossetia, 126 cases of Georgian citizens and 32 citizens of other states. All of them were detained by border guards on the Georgian- South Ossetian sections of the state border.
"From among the total number of detainees for the 9 months of the current year, 89 offenders were fined. 72 Georgian citizens were fined by a court decision and expelled from the Republic. Six Georgian citizens convicted under the article 322 of Criminal Code of the Russian Federation are currently serving a sentence. 48 Georgian citizens were deported from the Republic without penalty under the Article. 14 of the Law of the Republic of South Ossetia "On the State Border", "- told the KGB official.

In Tskhinval has been held a meeting of the Plenipotentiary Presidential Envoy of South Ossetia for post-conflict settlement Murat Dzhioev with representatives of the Russian Ministry of Foreign Affairs, members of the Russian delegation at the Geneva international discussions on security in Transcaucasia - Deputy Director of the Fourth CIS Department Alexei Dvinyaninov and Adviser to the Minister Marat Kulakhmetov. The meeting was also attended by members of the South Ossetian delegation at the Geneva talks Konstantin Kochiev and Khokh Gagloyty. During the meeting they discussed issues of preparation for the scheduled November 6, 2013 next round of the Geneva talks, the situation at the border between South Ossetia and Georgia, as well as some aspects of regional security and stability.
Russian diplomats expressed support for comprehensive efforts of the South Ossetian partners to strengthen the independence and security of the Republic, including the works at the border with Georgia carried out in accordance with the principles and norms of international law.

Presidential Plenipotentiary Envoy of the Republic of South Ossetia for post-conflict settlement Murat Dzhioev has received today the head of the defense department of the International Committee of the Red Cross in the Republic of South Ossetia, Anne-Celine Muara, As IA "Res" was reported at the press service of the Presidential Envoy of South Ossetia, "during the meeting they discussed issues related to searching for the South Ossetian citizens, missing since the Georgian aggression against South Ossetia in 1991 -1992 and in 2008. Noting the importance of the work to clarify the fate of persons considered to be missing, the two sides expressed their readiness for further cooperation in this matter, including in the framework of the tripartite coordination mechanism to address the issues on the missing persons."
For the South Ossetian part the meeting was also attended by Deputy Presidential Plenipotentiary Envoy of the Republic of South Ossetia Khokh Gagloyty and the Commissioner for Human Rights under the President of South Ossetia Inal Tasoev representing South Ossetia in the tripartite coordination mechanism.

Over the past week border guards of South Ossetia detained nine infiltrators

Over the past week, officers of the Border Control Agency of the FSB of Russia in South Ossetia detained 8 violators of the state border regime near the village of Artsev in Tskhinval district and one violator of the border regime was detained near the village of Balta, Znaur district.
As IA "Res" has been reported at the press service of the Russian FSB Border Control Agency, for further proceedings the detainees were handed over to the Border Service of the KGB of South Ossetia.
"Also, the border guards supervising the state border near the village of Artsev, while examining the abandoned building, discovered a cache in which there were two cartridges of the Kalashnikov submachine gun and more than fifty 5.45 mm caliber bullets. The discovered ammunition was on the spot handed over to the officers of the EMERCOM of the Republic ", - told the representative of the Border Control Agency.
Also, from September 27 to October 11, the KGB Border Service was considering the cases against nine persons.
"One of them is a citizen of South Ossetia detained in Znaur district and 8 people detained by the border guards on October 10 near the village of Artsev", - said the KGB official.
He has noted that three citizens of South Ossetia from among the eight citizens detained the day before near the village of Artsev were fined 2,000 rubles by court decision of Tskhinval district.
Two of them, presumably the citizens of Georgia, at the time of detention were without documents, their identity is being established. The three other citizens of South Ossetia are under investigation. The citizen of South Ossetia detained in Znaur district was verbally warned by court decision.

South Ossetian President Leonid Tibilov took part in the plenary session, held within the framework of the XII International Investment Forum "Sochi-2013". Comment of the Presidential Envoy of the Republic of South Ossetia for post-conflict settlement Murat Dzhioev in connection with the forthcoming action in Georgia "Journalists against the occupation." According to the media, the action is planned to be held on September 28. Georgian journalists "are going to go to the village of Dhwani with banners to express their protest "in connection with the delimitation works at the South Ossetian –Georgian border.
This action is reminiscent of the events in November 1989, when Georgia responded to the call to conduct a "peaceful" rally in Tskhinval on November 23. That action became the beginning of the nineteen-year armed confrontation. Today such a provocation may have more unpredictable consequences, as it is a question of the frontier between the two states - the Republic of South Ossetia and Georgia, which do not have, to put it mildly, any inter-state relations.
It is an obvious provocation aimed at attracting attention of the international community to the activities carried out by the relevant services of the Republic of South Ossetia on defining the border line. I`d like to emphasize that the engineering and barrage structures are being built in the territory of South Ossetia, at a certain distance from the border line and are intended to ensure a peaceful situation on the border, prevent unintentional violations because of ignorance of the borderline.
These actions are provocative because they are directed against the "occupation," though not a single Russian soldier is in the Georgian territory. As for the Republic of South Ossetia, where Russian border guards are under a bilateral intergovernmental agreement, being an important factor in the safety of the people, then it is time to understand that South Ossetia is not part of Georgia, and has no relation to its "territorial integrity." The boundaries of the recognized state of the Republic of South Ossetia are defined in accordance with the legislation of the Republic of South Ossetia and comply with the border line of the former South Ossetian Autonomous Oblast within the USSR, and cannot be modified in any way.
The South Ossetian authorities have repeatedly offered the Georgian side, including at the Geneva discussions, to start working together on the delimitation and demarcation of the border and in case of any specific issues to resolve them through negotiations. This would be in the interests of both countries, as well as in the interests of the ordinary villagers on both sides of the state border. However, the authorities of Georgia - the outgoing and the new - vying with each other, trying to outrun in the presidential race, to stir up the situation at the border, play this card to their advantage. It is in their interests, because the residents of the border areas know well the limits of their villages. These actions are conducted from Tbilisi, and maybe from far away.
Contrary to the opinion of Georgian politicians, who claim that "the border line between South Ossetia and Georgia does not exist," and their Western patrons, recommending that: "In today's world we should not build barriers," the state border between South Ossetia and Georgia is real, and it will be strengthened for security and stability in the region (and we recommend the Western patrons to visit the U.S. border with Mexico).
In areas of Georgia adjacent to South Ossetia, are EU monitors, whose function is to ensure stability and security in the region. I would like to believe that they will do their utmost to avoid provocative actions along the border.
