For a week in South Ossetia were detained six violators of the state border

November 8 - 15 the Border Service of KGB of South Ossetia was considering the cases against six people, four of whom were detained for violation of the border regime in the frontier zone of the state border and two persons -for violation of the state border regime.
As IA "Res" has been informed at the press service of the KGB of the Republic, "there are five citizens of South Ossetia and one citizen of Georgia among the detainees."
The cases of five citizens of South Ossetia will soon be considered in court.
"A citizen of Georgia, a resident of the village of Takhtidziri, Kareli district Gabuev Dmitry is currently under investigation ", -said the press –service official.
He has added that the detained citizens of Georgia Giorgi Dedanashvili and Alexander Elizarov, subjected to administrative penalty, were fined 2000 rubles. Now the question of their expulsion from the territory of South Ossetia is under consideration.

David Sanakoev met with the head of the Red Cross in South Ossetia

The South Ossetian government discussed the issues of the districts gasification. As reported by the press service of the President and the government of South Ossetia, the meeting was chaired by the Prime Minister Rostislav Khugaev. The discussion was also attended by First Deputy Prime Minister Domenty Kulumbegov, Deputy Prime Minister Guram Melkoev, Minister of Construction Edward Dzagoev, Minister of Economic Development Zalina Khugati, as well as heads of the districts.
Prime Rostislav Khugaev noted the need for speedy completion of the general scheme of gas supply in order to include the design estimates order for the construction of gas distribution networks in the investment program to promote socio- economic development of South Ossetia for 2014.
Deputy General Director of LLC "Gazprom South Ossetia" Vadim Shadyan told the meeting about the performance of the contract for the development of the general scheme. According to him, the company "Gazprom promgaz" by the end of this year has committed to complete the development of the scheme, which is necessary for further work on the construction documents.
The meeting discussed a list of the settlements to be gasified.
Minister of Construction Dzagoev suggested bringing the gas main to district centers and villages, located near the main lines.

General Prosecutor's Offices of South Ossetia and Russia signed a joint action program

At the General Prosecutor's Office of the Russian Federation was held a meeting of Prosecutors General of South Ossetia and Russia Merab Chigoev and Yuri Chaika.
The meeting was also attended by senior officials of the General Prosecutor of the Russian Federation and South Ossetia. Prosecutor General of the Republic of South Ossetia was accompanied by First Deputy Prosecutor General of the RSO Sergei Bitiev and the head of the Department for International Legal Cooperation V. Valiev.
The meeting was also attended by Ambassador Extraordinary and Plenipotentiary of the Republic of South Ossetia in the Russian Federation Dmitry Medoev.
Welcoming the guests, Yuri Chaika has noted that Russia and South Ossetia have friendly relationship, he has underlined historic importance of the recognition of independence of South Ossetia by the Russian Federation, noting that the foundation for the bilateral relations was laid on September 17, 2008 by signing the Agreement on friendship and cooperation between the two countries.
Yuri Chaika thanked Merab Chigoev for maintaining close working relations with the competent law enforcement authorities of the two countries and to development the Agreement signed between the two agencies, advocated the need for further expansion of bilateral cooperation.
The parties signed a program of cooperation between the General Prosecutor of the Russian Federation and the General Prosecutor of the Republic of South Ossetia for 2013 - 2014. This document is aimed at enhancing and improving interagency cooperation in combating transnational crime.
In conclusion, the Russian Prosecutor General assured the South Ossetian colleagues in deepening and expansion of the Russian-South Ossetian relations.
In turn, Merab Chigoev thanked Yuri Chaika for the warm welcome, constructive cooperation and assistance to the Prosecutor's Office of South Ossetia. He also noted the role of Russia in recognizing the independence of South Ossetia as well as the assistance provided by the Russian government.
The parties also discussed the current issues related to the provision of law enforcement interaction in the two countries.

South Ossetian President Leonid Tibilov held a meeting during which were summed up the results of the trip of the governmental working group to Moscow. The group included the head of the Presidential Executive Office Boris Chochiev, First Deputy Prime Domenty Kulumbegov, Minister of Economic Development of South Ossetia Zalina Khugati and Minister of Construction Edward Dzagoev.
As reported to IA "Res" a presidential press secretary Ghana Yanovska, during the meeting with the Russian Presidential Aide Vladislav Surkov members of the working group discussed issues related to social facilities in South Ossetia included in the Investment program to promote socio-economic development of the Republic of South Ossetia in 2014.
The Head of State has stressed that the fruitful cooperation of the Russian working group in South Ossetia, the visit of Vladislav Surkov to the Republic, as well as the head of the Department on socio-economic cooperation with the CIS countries, Abkhazia and South Ossetia under the Presidential Executive Office of the Russian Federation Oleg Govorun, have yielded the results.
"They were discussing the facilities not yet completed. The task for 2014 - is to complete the construction of these facilities, "- said Tibilov.
According to Yanovskaya, the President stressed that in preparation for the next meeting of the Intergovernmental Committee on socio-economic cooperation between South Ossetia and Russia should be studied all the remaining issues and submitted for discussion.
In the course of the meeting Leonid Tibilov has noted the priority facilities under construction, stressing that in 2014 the construction of roads in the country will continue. Special attention, according to the president, will be paid to restore housing.
"Among the facilities included in the 2014 Investment program is the State Drama Theatre, the administration buildings in Tskhinval and Dzau districts, residential houses in the town and districts of the Republic. In 2014 it is planned to complete the construction of four 36 apartment houses in the micro-district "The Northern," though the construction of these facilities started without the construction documents "- said the head of state.
Tibilov has reiterated that the Russian Federation is ready to provide financial assistance to South Ossetia.
Participants of the meeting have assured the head of state that the work on the preparation for a session of the Intergovernmental Commission will be completed in the coming days.
Minister of Economic Development Zalina Khugati has explained that all the preparatory work was completed, emphasizing the completion of work on the issues that will be approved in the investment program for 2014.

For the week the border guards of South Ossetia detained seven border violators

November 1 - 8 the Border Service of KGB of South Ossetia was considering the cases against seven people, reported IA "Res" the press service of the KGB.
"Three citizens of South Ossetia were detained at the border area in the Tskhinval and Znaur districts, 2 citizens of the Russian Federation - in Znaur district, and 2 citizens of Georgia – in Leningor district", - explained the KGB official.
The cases of three citizens of South Ossetia will soon be considered in court, two Russian citizens are currently under investigation.
"Two Georgian citizens - George Dedanashvili and Alexander Alexander Elizarov are currently under investigation; is being considered the issue of beginning criminal proceedings under article 322 of the Criminal Code "illegal crossing of the state border, " - said the KGB official.

On the eve of the 25th round of the Geneva international discussions on security and stability in Transcaucasia President Leonid Tibilov has received the South Ossetian panelists, led by Presidential Plenipotentiary Envoy of the Republic of South Ossetia for post-conflict settlement Murat Dzhioev.
The Head of State has noted that "the topics for a discussion have already been outlined, and first of all, it is a draft document on the non-use of force, the signing of which the South Ossetian side has been waiting for a long time."
"Negotiations - it's a delicate process, familiar to all members of the South Ossetian delegation - said Leonid Tibilov - and we must always adhere to our positions, because, no matter who comes to power in Georgia, and whatever statements they make, their policy towards South Ossetia remains the same. "
Murat Dzhioev informed the President about the issues to be discussed in Geneva: "In the course of this round we must focus on a real document on the non-use of force, as the main work of the Geneva discussions is dedicated to this document." He has noted that it is planned to adopt a joint declaration of all participants of the Geneva discussions, that they are all committed to the principles of non-use of force. "The work on this document lasts for more than a year, but due to unconstructive position of Georgia we have not been able to adopt it," - said Murat Dzhioev.
According to the Presidential Envoy, in the course of discussions in Geneva will be considered the issues of prejudiced policy of Georgia towards the Republic of South Ossetia, and in particular, the works conducted by the border services of the Republic to strengthen the state border of South Ossetia, as well as the incidents in the border area.
Also, during the meeting, it was noted that the South Ossetian delegation in Geneva would once again raise the issue regarding the citizens of South Ossetia, languishing in Georgian prisons and convicted by the so-called Georgian justice, as well as the question of the missing South Ossetian citizens.
What about the humanitarian issues, here, according to Dzhioev, will be considered the possibility of supplying some villages in Tskhinval and Leningor districts of South Ossetia with irrigation water."
The Head of State has stressed that "the Geneva talks is the only political platform, where is articulated and defended the position of the people of South Ossetia, and we must make full use of this political arena for implementation of positive goals."
