The statement of the Ministry of Foreign Affairs of South Ossetia Republic

The Ministry of Foreign Affairs of South Ossetia Republic is compelled to ascertain with a deep regret, that the management of Georgia unilaterally not only actually breaks the negotiating process on settlement of the georgian-ossetian conflict, but also undertakes further actions, meaningly directed at its aggravation.
Ignoring the numerous addresses and appeals of the south-ossetian side to continue the dialogue in a format, defined by the international contracts, signed including Georgia; regularly torpedoing the decision-making within the limits of the Joint Control Commission, the official Tbilisi tries to disorient the international community, intending to begin the negotiations on entrance of South Ossetia Republic into the structure of the Georgian state with the created by it the puppet « alternative government of South Ossetia ». This shocking position has been declared by the president Saakashvili at the session of the Council of national security of Georgia on March, 26th this year. Moreover, absolutely having lost the sense of reality, the Georgian president has demanded the creation of certain « temporary administrative units » on the territory of South Ossetia, promoting to « putting a finish to these negotiations ».
The Ministry of Foreign Affairs of South Ossetia Republic regards these intentions as a profanation of the process of settlement of the georgian-ossetian conflict. The unwillingness and inability of the Georgian management to oppose the legitimate authorities of South Ossetia Republic in a real negotiating process are covered with a frank demagogy, called to mislead the international community. The underside of the ritual assurances of the Georgian side in a peaceful disposition are the armed provocations in the zone of the georgian-ossetian conflict, leading to further aggravation of the georgian-ossetian conflict and the victims of which usually are the inhabitants of South Ossetia, both of the ossetian and the georgian nationality.
Means, in particular, the incident on March, 25th this year, as a result of which the two Georgian policemen were lost. Not focusing the attention of the Security Council of Georgia on the fact of penetration of the group of well-armed employees of the Georgian special divisions on the territory of South Ossetia and an attack on the post of the Ministry of Internal Affairs of South Ossetia Republic, the Georgian president, traditionally having turned the facts upside down on its head, has informed not about the withdrawal or the disarmament of the illegally locating and operating Georgian power structures in the zone of the conflict but about their additional financing and equipment.
The Ministry of Foreign Affairs again pays the attention of the participants and the intermediaries in the negotiating process, of all the international community to the obvious contradiction of the position and actions of the Georgian side to international law and its own rhetoric, and resolutely calls the management of Georgia to return to reality.
Besides, the Ministry of Foreign Affairs informs on the firm intention of the authorities of South Ossetia Republic not to allow the creation and functioning of any "temporary", «alternative" or any other power structures on its territory, the activity of which, directed at further aggravation of the georgian-ossetian relations, contradicts the Constitution of South Ossetia Republic and the acting legislation on its territory.
