On May, 7th, 2007 the group of military observers from the Russian Federation, North Ossetia-Аlania Republic and Georgia together with the representatives of the Mission of OSCE in the course from 12.00pm till 16:30pm had been held a monitoring of the southwest part of the zone of responsibility of JPKF on the route: Tskhinval - Avnevi - Prisnevi - Velebi - Dzvileti - Kvatetri - Gogeti. During the monitoring an antiaircraft-machine-gun installation ZU-23-2 is found in 300 m to the south-east of the northern outskirts of the ossetian village Dzvileti. In the tent near the antiaircraft installation an anti-aircraft rocket complex "STRELA-2M" has been found, and three unknown persons, armed by the small arms that presented themselves as the employees of the regional department of the Ministry of Internal Affairs of the Znauri region of South Ossetia Republic.
Despite the requirements of the military observers, the above-stated persons have refused to present their documents and to explain the illegally presence of the means of anti-aircraft defence in the zone of the conflict. Moreover, the infringers had opened fire from the small arms above the heads of the officers of the group of monitoring, having compelled the military observers to go aside on a safe distance. Further on, a car UAZ-3151 approached the tent and towed off the anti-aircraft installation in an unknown direction.
After the arrival at the place of the senior military chiefs from the parties with a group of reinforcement the tent managed to be examined, but the anti-aircraft rocket complex «STRELA-2М» has not been found at the moment of repeated check.
The given fact of finding of the means of anti-aircraft defence in the zone of the conflict destabilizes the situation, does not promote to strengthening of trust between the parties and is the roughest infringement of the reached arrangements. Especially it is necessary to emphasize, that the application of weapon concerning the representatives of the Peace-making forces contradicts the international agreements, operating in the zone of the georgian-ossetian conflict.
The co-chairmen of JCC from the parties are notified on the infringements revealed during the monitoring by the command of JPKF.
