The Delegation of the Republic of South Ossetia to Geneva Talks held in accordance with the agreements between the Presidents of the Russian Federation and France, D. Medvedev and N.Sarkozy, of 12 August and 8 September 2008, striving for increased security in the region, fully supports the proposals on joint mechanisms for prevention n and rapid reaction to incidents agreed at 4th Geneva meeting, states the following:
it is crucially important to elaborate and sign as soon as possible a legally binding document to guarantee non-use of force against South Ossetia by Georgia;
access for SOCE military monitors to the territory of South Ossetia will be open after agreements reached with the Republic of South Ossetia;
the EU military monitors will be implementing their activities within the frames of joint mechanisms for prevention and rapid reaction to incidents and in strict accordance with the 12 August and 8 September agreements between Presidents of the Russian Federation and France on the territory of Georgia adjacent to border of South Ossetia.
