Boris Chochiev: A complex approach needed for the settlement of the problem of refugee return

The settlement of refugee return and humanitarian problems is impossible without signing an agreement on non-use of force by Georgia, said the Special Representative for Post-Conflict Settlement to the South Ossetian President Boris Chochiev.
"The settlement of these issues comes after the signing of the non-use of force. Without this paper signewd, the Ossetian refugees can not return to Georgia, because they have no guarantees of security there, ", said Chochiev.
He also noted that the problem of refugees return should not be considered unilaterally, the way the international organizations are trying to do.

"Our position remains unchanged. We did not move away from the discussion of the refugee problem, but it must be considered back from 1989. And as long as international organizations support Georgia in the return of Georgians to South Ossetia and Abkhazia, and do not talk about the return of more than 100,000 Ossetians, who were forced out from Georgia, we will not accept this issue as a ground. Everything should be considered as a whole ", said Chochiev.
Chochiev noted that all the refugees returning to South Ossetia and Georgia should recognize that they return to the territory of sovereign states of the Republic of South Ossetia and the Republic of Georgia.
