The State Duma is hosting the III International Conference "The role of interaction between factions of political parties and blocs in inter-parliamentary cooperation of the CIS countries" with the participation of the delegation of the Parliament of South Ossetia, headed by Speaker Alan Alborov.

Among its participants are also representatives of factions and blocs of Abkhazia, Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Transnistria, Tajikistan, Turkmenistan, Uzbekistan, leaders and deputies of all factions of the State Duma.

“We need to develop the parliamentary dimension. And the role of the factions in this matter is huge, - said the Chairman of the State Duma Vyacheslav Volodin. “We hope that now an annual conference will be held, within the framework of which we will be developing new approaches, propose forms of cooperation that will increase the effectiveness of the parliamentary dimension.”

According to the press service of the Parliament, Speaker of the Parliament of South Ossetia Alan Alborov was the first to speak among the guests of the conference. Speaker of the South Ossetian Parliament noted the role of the conference as a platform for expanding contacts between the CIS countries, having stressed that Russia for South Ossetia is a key strategic partner and friend with which inter-parliamentary cooperation has been established.

“Over the years of its existence, the International Conference on Inter-Parliamentary Cooperation of the CIS countries has become the effective platform for expanding contacts between parliamentarians from countries that were once part of a single state and are still connected by historical and cultural ties. Our republic is not part of the CIS; we have experience of inter-parliamentary cooperation with Russia, our strategic partner. The interaction has been taking place within the framework of the signed agreement on inter-parliamentary cooperation - both in the format of a bilateral inter-parliamentary commission and in the form of inter-factional cooperation. Fruitful cooperation is being established in specific areas at the levels of relevant committees. There are friendship groups. Quite recently, the Communist faction of the State Duma, on the invitation of the Communist faction of the Parliament of South Ossetia, visited our Republic to jointly celebrate the centenary of the formation of the USSR.”

According to Alan Alborov, South Ossetia counts on expanding the geography of inter-parliamentary cooperation.

“We look forward to expanding the geography of cooperation, including South Ossetia in the process of integrating the countries of the Eurasian space - a space that has great potential as a platform for cooperation and communication between Europe and Asia. The world is changing towards polycentricity. Cooperation of parliamentarians, various factions within the framework of inter-parliamentary structures can make a significant contribution to the organization of a harmonious Eurasian space. Parliamentary diplomacy can help increase the level of trust between states, jointly counter the challenges and threats that arise in the modern world,” said Speaker of the RSO Parliament.

He focused on specific steps within the framework of the parliaments of different countries to impetus the integration processes.

“Parliamentarians should offer their governments legislative solutions to protect investments, support small and medium-sized businesses, simplify the mechanisms for the movement of goods and people across borders in the Eurasian space, counter information wars, etc. Such decisions can be general, in the context of harmonization of national legislations,” the Speaker said.

Other heads of delegations also addressed the delegates of the conference.

Participants of the III International Conference on the topic "The role of interaction between factions of political parties and blocs in inter-parliamentary cooperation of the CIS countries" laid flowers at the Tomb of the Unknown Soldier.

Within the framework of the conference, meetings are planned in the factions of the State Duma of Russia, a meeting with Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, and cultural events.

It should be reminded that in 2018 and 2019, the State Duma hosted the first and second international conferences “The role of interaction between factions of political parties and blocs in inter-parliamentary cooperation of the CIS countries”. Due to restrictive measures to prevent the spread of coronavirus infection, the conference was not held in 2020 and 2021.
