An emergency meeting of the Security Council of the Republic of South Ossetia was held in an expanded format, the press service of the head of state reported.
President Anatoly Bibilov addressed the members of the Security Council and those invited: "Dear members of the Security Council, dear invitees, we all see what is happening today in Ukraine. Following the Russian Federation's recognition of the independence of the Donetsk People's Republic and the Luhansk People's Republic some forces to which it was impossible not to react to the Russian side.
President Vladimir Vladimirovich Putin has clearly outlined the priorities that the Russian Federation has. In order to ensure the security of the Russian Federation, to ensure the security of citizens of the Donetsk People's Republic and the Luhansk People's Republic, a decision was made to conduct a special operation. In this regard, Vladimir Vladimirovich Putin has noted that there are countries that may be involved in these processes, that is, external forces. We must understand that Georgia also belongs to external forces.
I spoke earlier about the current situation. And in this regard, I gave instructions to the Minister of Defense. I am sure that all these instructions have been fulfilled."
Based on the current situation, as well as in pursuance of the Treaty between the Republic of South Ossetia and the Russian Federation on alliance and integration of March 18, 2015, Article 1. p. 1; as well as Article 2, paragraphs 1,2,3; and also, in order to ensure the security of the Republic of South Ossetia and its citizens, the head of state took a number of decisions:
Organize an operational headquarters under my leadership. It includes the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the State Security Committee, the Foreign Intelligence Service, the State Security Service, the Ministry of Civil Defense, Emergencies and Disaster Relief, the Prosecutor General's Office, the Ministry of Health and Social Development. The Prime Minister and the Speaker of Parliament are my deputies.
At 7:30 a.m., I announced a combat alert to the Minister of Defense. All subdivisions of the Ministry of Defense must be in the barracks position, ready to advance to the areas of concentration. Organize full cooperation with the Russian military base. The tasks that will come under the auspices of the Ministry of Defense of the Russian Federation also apply to the Ministry of Defense of the Republic of South Ossetia. Organize continuous communication for interaction and decision-making on the use of the Armed Forces of the Republic of South Ossetia in the required direction.
Ministry of Internal Affairs to announce the alarm to all personnel. The personnel are in the barracks, ready to carry out the orders that will come from the leadership of the republic.
The Ministry of Foreign Affairs, in accordance with the clauses of the Treaty between the Republic of South Ossetia and the Russian Federation on alliance and integration, invite the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of South Ossetia, convey to the Russian side our comprehensive support for the actions of the Russian Federation and readiness to take a decision on those clauses of the Treaty that I indicated above. Organize consultations with the Ministry of Foreign Affairs of the Russian Federation, prepare a statement on the situation.
The State Security Committee should mobilize counterintelligence activities, ensure, together with the Border Directorate of the FSB of the Russian Federation in the Republic of South Ossetia, all the necessary actions to monitor the border and monitor the adjacent territories of Georgia. Ensure readiness to respond to all provocations that may be from Georgia."
Corresponding instructions were given to all power structures of the Republic of South Ossetia.
