The issue of implementation of the Alliance and Integration Treaty signed between the Russian Federation and the Republic of South Ossetia was discussed at the meeting of the commission on inter-parliamentary cooperation in Tskhinval.

The co-chair of the South Ossetian part of the commission, Zaza Dryaev, has noted that after the signing of the “Treaty of Alliance and Integration between the Republic of South Ossetia and the Russian Federation” in 2015, more than 30 agreements were ratified.

“This indicates the systematic implementation of large agreements between the Russian Federation and South Ossetia. For the period from 2021 to the present, the Parliament has ratified two agreements signed between Russia and South Ossetia,” Driyaev said.

He has noted that these are agreements “On the mutual recognition of documents confirming the fact of establishing the disability of persons dismissed from the Defense Ministry of the Republic of South Ossetia and Ministry of Internal Affairs of the Republic of South Ossetia, and persons dismissed from the Defense Ministry of the Russian Federation and Ministry of Internal Affairs of the Russian Federation, signed in Moscow on March 17, 2020” and the agreement “On the settlement of issues of dual citizenship” dated September 20, 2021.

Sergey Tsekov, co-chairman for the Russian part of the Commission, has noted that more than 120 documents were signed to implement the provisions of the Agreement.

“Yes, the work is ongoing. The Alliance and Integration Treaty was signed in 2015 and during this time more than 120 documents have been adopted to implement the provisions of the Agreement. That is, the legal framework is constantly expanding. These are some additional treaties, agreements, and protocols. In fact, the work has been carried out since the first days of the formation of the cooperation commission,” Tsekov said.

The Russian senator noted that this year there were no documents that would be ratified by the Federation Council, but the executive branch, he noted, carried out fruitful work.

“This year there was no ratified documents, but last year there were relevant agreements that were being ratified. But we, of course, asked what work is being done by the executive branch, and we note that a lot of things have already been worked out here this year and something has already come into force. For example, a protocol on amending the agreement on the procedure for co-financing at the expense of the Russian Federation, an agreement between the Republic of South Ossetia on assistance in the implementation of the state program for socio-economic development of the Republic of South Ossetia, an agreement on information interaction and the exchange of information in electronic form on issues within the competence of the internal affairs bodies. The work is underway to increase wages, primarily for employees of the armed forces, in particular, the Committee on State Security, Ministry of Emergency Situations," Tsekov said.

Tsekov has also noted that South Ossetia has great potential for industrial development and it would be good to work on this issue.

“I would like to see more various decisions aimed at revitalizing or reviving the RSO industry over time. Maybe we should have raised some questions about this. I am sure that the potential in the Republic is great, we have visited more than once and we know about it. If we could provide you with some assistance in these matters, then of course we would be happy to do so,” the Russian senator emphasized.
