A qualitatively new stage of the unity of the peoples of Belarus and Russia began on April 2, 1996, when the Agreement on the Formation of the Community of Belarus and Russia was signed. In accordance with this document, it was decided to create a Parliamentary Assembly, a representative body of the Community, which was to be formed on the basis of the principle of equal representation of deputies of the national parliaments of Russia and Belarus.
