In Tskhinval under the chairmanship of Prime Minister of South Ossetia Domenty Kulumbegov and Minister of the Russian Federation for the North Caucasus Lev Kuznetsov was held a meeting, during which were discussed the issues of implementation of the Investment Program for socio-economic development of the RSO.

In particular, they talked about the outcome of yesterday's inspection tour of the facilities under construction in the framework of the Investment Program.

Lev Kuznetsov has arrived in South Ossetia on a working visit with the Russian interagency working group headed by Deputy Secretary of the Security Council of the Russian Federation Rashid Nurgaliev.

The meeting was also attended by representatives of the Cabinet of Ministers of South Ossetia and the Russian delegation.

Opening the meeting Domenty Kulumbegov has noted that the Investment Program for socio-economic development of South Ossetia is implemented with the financial assistance and the support of the Russian Federation.

"Mr Kuznetsov, along with his colleagues regularly come to our Republic with the purpose of monitoring the progress of implementation of the Investment Program", - he said.

Speaking about preliminary results of the inspection tour, Kulumbegov has noted that there is no any doubt about the absolute majority of the facilities to be put in commission this year.

"The works are carried out in the framework of the schedules that have been agreed with the state customer - the Ministry of Construction of the Republic", - he said and added that at the same time there are separate facilities, which need to be discussed additionally.

"We are also going to consider the issues related to the development of the real economy. This is an important part of the Investment Program ", - he explained.

Lev Kuznetsov, for his part, noted that there is very little time until the completion of the financial year.

"Therefore, our task is to discuss how we can efficiently complete this year in terms of completion of facilities and financial indicators", - he said.

At the same time Kuznetsov has noted that the situation and the level of attitude to the efficiency of budget spending have changed in the Russian Federation.

He has quoted the words of the Chairman of the Russian Government that the untapped financial resources will be reallocated to other facilities more efficient in terms of quality.

"Regions of the Russian Federation will return the money, which are not implemented. ", - he said.

Kuznetsov has stressed that the program embedded in the budget of the Russian Federation in support of South Ossetia for the next year and a three-year period, in many respects is protected not worse, and even better.

"It is also an indicator of confidence and expectations," - he said.

Lev Kuznetsov has also noted the importance of the personal control of the responsible ministers.

"We have said that that the quality, the level of the facilities under construction should be a model not only for the Republic but also for the neighbors, and we provide such opportunities. We say, let us create the best projects, the best technical solutions, modern equipment ", - he said.

In the course of the meeting were also discussed the issues of effective implementation of the Investment Program for socio-economic development of South Ossetia.

South Ossetian President Leonid Tibilov has received the Deputy Secretary of the Security Council of the Russian Federation Rashid Nurgaliev, arrived in the Republic on a working visit.
During the meeting they discussed a wide range of issues relating to the security of South Ossetia, as well as bilateral cooperation with the Russian Federation.
Then the Head of State met with a delegation of Russian interagency working group led by Rashid Nurgaliyev.
Leonid Tibilov welcomed the guests of the Republic, noting close allied relations between them.
"We met and worked here in June - reminded Tibilov.- There are many issues that we need to discuss together, especially in this difficult time, we have to be sensitive, attentive, vigilant on many state matters ".
The head of state has expressed confidence that the discussions between the representatives of Russian interdepartmental working group and the South Ossetian side will be productive.

"We are ready to work - said Tibilov.- The leadership of the Republic retained the mood to the positive work. Basically, this attitude is to maximize the use of the tremendous material and financial assistance in budgetary sphere, as well as to implement the Investment Program. South Ossetian side is not going to retreat from these principles. "

Leonid Tibilov wished his colleagues to develop common approaches in relevant areas.

"We are working hard to make the work of the government agencies completely or as close as possible to adapt to the principles that exist in the Russian Federation", - said the president.

Rashid Nurgaliev also welcomed those present, noting that the meeting was held within the framework of the signed plan of cooperation between the staffs of the Security Council of the Russian Federation and the RSO for 2015-2016.

"We are holding this meeting as part of this plan - said Nurgaliev.- Our trip and work is to determine the main directions, conducting interagency bilateral working consultations, primarily on the exchange of experience of law enforcement agencies of our states, the competent authorities of South Ossetia, on the issues of general crime, the fight against the organized crime and the sphere of corruption counteraction. "

Nurgaliyev has noted that in South Ossetia has arrived a large group of specialists of the General Prosecutor's Office, the Interior Ministry, the Investigative Committee and the FSB.

"Within two days we will be working together as part of our planned activities, - continued Nurgaliev.- Of course, we understand that two days is short-term, but we act on the premise that this work and the interaction between our agencies were organized in the past. Therefore, I believe that the developments that have already been among our agencies today will help to work more effectively in these areas. Our main goal is, above all, direct communication and networking. "

Nurgaliev has expressed confidence that communication will be useful for both sides.

"It is necessary first of all to establish a constructive and useful contact to form the set of questions and problems, to work together to solve them, - said Nurgaliyev. – After the discussions we with Leonid Tibilov will hold an extended meeting and will consider the results of the work of our colleagues. "

The meeting was also attended by the heads of relevant ministries and agencies of South Ossetia.
