A presidential aspirant of South Ossetia, a Chairman of the Chamber of Commerce Kozaev Roin Raminovich has not passed an exam on knowing the official languages (Ossetian and Russian) of the Republic, which is a prerequisite for registration of presidential candidates. As a result of the exam, which includes a dictation and a speech on the same topic in the Ossetian and Russian languages, Kozaev got a "fail." The decision was fixed in the final minutes of the linguistic commission. On Monday, February 6, the Central Election Committee will convene a meeting and make a decision on refusal of registration Roin Kozaev as a presidential candidate. It should be noted that Roin Kozaev first of the presidential aspirants has taken an exam on the official languages qualifications. It should also be reminded, that two linguistic commissions on revealing qualifications of the state languages of the Republic of South Ossetia- Russian and Ossetian - have been created by the CEC decision.
For the time being CEC registered eight action groups. All of them have been issued a certificate of registration, which enables them to start collecting the necessary 500 signatures in support of their candidates. CEC will complete registration of the action groups of the candidates on February 9. Deadline for submitting the subscription lists is February19. The final list of registered candidates, eligible to participate in the presidential election, will be announced February 29. It should be reminded that November 27, 2011 a second round of presidential elections with two contenders -head of the Ministry of Emergency Situations of the Republic Anatoly Bibilov and ex-Minister of Education Alla Dzhioeva-was held in South Ossetia. According to the CEC voting results, Dzhioeva won the election with the majority of votes to 16%. After that, a complaint about grave violations, committed by supporters of Dzhioeva, was submitted to the Supreme Court of South Ossetia by the political party "Unity", representing the interests of Bibilov. November 29, having considered the complaint, the court found the election void. The same day, the Parliament scheduled the presidential re-election for March 25, 2012. Disagreeing with this decision, Dzhioeva declared herself the elected president; she established a state council and her supporters occupied the central square of Tskhinval. The confrontation between the authorities and the opposition lasted until December, 9, when the current President of South Ossetia Eduard Kokoity and Dzhioeva reached an agreement on resolving the situation in the country. The next day Eduard Kokoity announced his resignation and transferring of powers to the Prime Minister Vadim Brovtsev. January 18 Dzhioeva announced withdrawal of her signature under the compromise agreement with Eduard Kokoity, reached on December 9, and demanded to transfer her power as to the legitimately elected president. January 30 Dzhioeva announced her inauguration on February10 as the President of the Republic. In turn, the Parliament of South Ossetia declared, that in case of aggravation of socio-political situation in the country before the presidential election, the leader of opposition Alla Dzhioeva would be responsible for this action.
