Tskhinval, August 8, 2012
Throughout the whole epoch the Georgian rulers have been seeking to seize the ancient Ossetian lands and annihilate their Ossetian neighbors to expand the borders of Georgia. The genocide of the Ossetian people in 1920, the genocide of 1989-1992, the armed invasion in 2004 left never-healing wounds in the historical memory of the Ossetian people. With the proclamation of independence of Georgia each new ruler was launchingmilitary actions against South Ossetia. Each aggression of the Georgian forces against South Ossetia was distinguished by the barbarous inhumanity and cruelty.
Four years ago, a large-scale military aggression and the genocide of the Ossetians in August 2008 demonstrated that in the third millennium the Georgian leaders continued to think in terms of the wild Middle Ages, referring to the same barbaric methods to achieve their goals. Both in 2004 and in 2008 the Georgian military adventures took place during the Olympic Games. Having launched the war at the time when the whole world was watching the opening of the XXXIX Olympic Games, Georgia expected to have time to commit the massacre of South Ossetia and confront the international community with a fait accompli before anyone would have had time to react and take measures, but the Georgian leaders overrated their strength.
Amazingly, but the aggression against South Ossetia was celebrated in Georgia with nationwide rejoicing; on the night of August 8, 2008, when under the fire of the Georgian artillery in Tskhinval were being killed hundreds of people, mass festivities with music and dancing were being held in Tbilisi.
The Russian Federation not only came to the rescue and saved the people of South Ossetia from extermination, but also recognized the state independence of South Ossetia, seeking to resolve the issue of security and maintaining peace in the South Caucasus region. All the Ossetian people will be forever grateful to the Russian Federation, to all the Russians people who unanimously expressed their support for South Ossetia.
The participants of the meeting have also expressed their deep appreciation to other countries for the recognition of independence of South Ossetia and thus having made a significant contribution to strengthening peace.
However, Tbilisi continues to dream of revenge and the seizure of the foreign lands. Building-up armaments and training the new storm troopers, Georgia tries to absolve itself from responsibility for the crimes against peace and humanity. The Tbilisi regime has been carrying out a massive propaganda campaign, trying to deny the obvious facts and trying through replication of false insinuations to suggest to unsophisticated audience that no one else, but Georgia is the victim of the aggression. At the same time, Georgia refuses to sign the legally binding peace agreements that will guarantee non-aggression and non-use of force against South Ossetia.
Being the aggressor and roughly violating the Olympic principles, Georgia is trying to settle accounts with Russia for the recognition of South Ossetia and Abkhazia, disrupting the Olympic Games in Sochi, using every possible means, including the historical tragedy of the Circassians. At the same time Tbilisi has forgotten the repeated acts of ethnic cleansing and genocide against the Ossetians, when the Georgian troops and militants killed and brutally tortured many thousands of Ossetians, without distinction of sex or age.
Trying to rehabilitate itself, Georgia is trying to position itself as a beacon of democracy and the advocate of rights of the North Caucasian peoples, broadcasting their propaganda on the TV channel "PIC". But behind the glittering gala showcases of Tbilisi are clearly visible features of the totalitarian nationalist regime, which only made itself up, but did not change its essence. The real face of the Georgian policy is reflected in the eyes of the people of South Ossetia who lost their relatives, friends not only in August 2008, but in the other periods of history of Ossetia, that Tbilisi is trying to make people forget.
Taking into consideration the above-stated circumstances and facts showing that there is every reason for concern about the possible re-aggression of Georgia;
Noting that Georgia attacked South Ossetia repeatedly, systematically, and that was accompanied with atrocities and crimes against humanity and acts of genocide,
The Round table participants are appealing to the international community:
- Openly and officially condemn the military aggression of Georgia against South Ossetia in August 2008, which led to numerous casualties and sufferings;
- Take into account that suppression of the aggression and promotion of the Georgian authorities in their anti-Russian hysteria will lead to a new burst of the revanchist sentiments, which may result in the new armed aggression against South Ossetia;
- Use every opportunity to find and return the Ossetians kidnapped by the Georgian police and declared the missing persons;
- To impose an embargo on arms delivery to Georgia,
use all possible influence on Tbilisi for persuading Georgia to sign the legally binding agreement on the non-use of force against South Ossetia;
- To recognize the Republic of South Ossetia as the independent state.
