Humanitarian policy of Russia abroad was discussed during the video bridge Moscow-Tskhinval-Sukhum

The development of cooperation between the countries, as well as the goals and objectives of the Concept of Russia's Humanitarian Policy Abroad, were discussed during the Moscow-Tskhinval-Sukhum teleconference at the Sputnik-South Ossetia site.

On September 5, Russian President Vladimir Putin approved the Concept of Russia's Humanitarian Policy Abroad. The document says that the priority of Russia's humanitarian policy abroad will be to expand cooperation with the countries of the CIS, Abkhazia, South Ossetia, the DPR and the LPR.

According to Alexander Skakov, Deputy Director of the Institute of Oriental Studies of the Russian Academy of Sciences, the fact that the order was signed right now, is quite logical.

“Given the complication of the world situation, the situation around Russia, what is sometimes called information policy, and sometimes information war, is of great importance, depending on what is desired. We have lacked this information policy all these decades. Russia is located at the crossroads of the West and the East; there are features of culture, mentality, history that our partners have a poor idea of.

Those who really want to know and see these features, this information policy is aimed at them,” said Skakov.

Yury Vazagov, Head of the Analytical Department of the Presidential Executive Office of the Republic, spoke about how the adopted Concept will affect South Ossetia.

“This document covers the main areas of activity in bilateral relations, in which the development was very active. We can say that over the past 14 years there have been good developments in all areas of humanitarian cooperation between South Ossetia and Russia, including science, education, culture and sports. Both a legal framework has been created and effective cooperation has been established. I think that thanks to the implementation of the Concept, specific programs will be undertaken and the field for cooperation will be expanding,” Vazagov said.

He has added that the Concept pays special attention to information policy.

“South Ossetia is interested in developing even more active cooperation with Russia in this direction. There are also attempts to reassess the role of Russia in certain events, in particular, the August events of 2008, etc.," the head of the analytical department notes.

According to Vazagov, in connection with the Ukrainian events, a new stage of aggressive Russophobia is being observed, which also affected the Caucasus region.

"In Georgia, radical anti-Russian elements are behaving more aggressively, receiving support from Ukraine and certain circles of Western countries," Vazagov said.

He believes that cooperation in these matters will be relevant and mutually beneficial for all states that will become part of certain areas of the Concept.
