The results of the 34th round of international discussions on security in Transcaucasia

December 8-9, 2015 in Geneva was held the 34th round of international discussions on security in Transcaucasia, attended by delegations of the Republic of South Ossetia, the Republic of Abkhazia, Georgia, the Russian Federation, the United States, as well as representatives of the EU, UN and OSCE.

South Ossetian delegation was headed by Presidential Envoy for post-conflict settlement Murat Dzhioev.
As usual, the work was conducted in two working groups: on security and humanitarian issues.

The first working group discussions, conducted in accordance with the 12 August and 8 September 2008 agreements, particular attention was paid to the issues of security and stability in the region and the non-use of force by Georgia against South Ossetia and Abkhazia. The South Ossetian delegation once again urged the participants in the discussions to intensify the work to elaborate a legally binding bilateral agreement on the non-use of force between Georgia and South Ossetia, Georgia and Abkhazia, which would have solid international guarantees.
It was also continued a joint expert work on the text of the joint statement of the participants on the commitment to the principle of non-use of force. However, due to the fact that the agreed text of that statement again failed, the South Ossetian delegation proposed as an intermediate step to make a verbal statement of the unilateral Declaration on thecommitment to the universally recognized norms of international law, including the principle of non-use or threat of force. It has also been proposed to use the earlier drafts of the statements. It was agreed to continue this work in the upcoming round.It was also a thorough exchange of views on security and stability on the South Ossetian-Georgian and the Abkhaz-Georgian border. It was noted the relative stability of the situation on the South Ossetian-Georgian border, characterized by lack of serious incidents. It was noted an increase in the number of violations of the state border by Georgian citizens. At the same time, the participants were concerned about the provocative actions staged by the Georgian side to damage the South Ossetian border marks and protective barriers erected along the state border on the South Ossetian territory.
South Ossetian participants on behalf of the Government reiterated the proposal to start a bilateral joint work on delimitation and demarcation of the state border between South Ossetia and Georgia, which would remove a large complex of problems associated with the lack of border agreements.
South Ossetian participants clarified the absolutely groundless claims of the Georgian side regarding the deployment of border troopsof the Russian Federation in the area of ​​the southern slope of the Mamison Pass, located on the state border between the Republic of South Ossetia and the Russian Federation.
The panelists gave a positive assessment of the Mechanism for preventing and responding to incidents (IPRM), as an important factor of stability and security on the South Ossetian-Georgian border.
The representatives of South Ossetia expressed concern over the increasing threat to stability and security in the region due to expansion and intensification of NATO structures in Georgia, taking place against the backdrop of sabotaging the work on a legally binding agreement on the non-use of force by representatives of Georgia and aggressive statements of the Georgian authorities. It was stated the statements of representatives of NATO, which could be interpreted as support for revanchist intentions of Georgia against South Ossetia and Abkhazia.
There were also discussed humanitarian issues, as well as to address the issue of the fate of the missing persons and the residents of South Ossetia illegally convicted in Georgia.
The participants have expressed hope that the work of a specially invited international expert on the missing persons` cases will help to clarify the fate of the citizens of South Ossetia, considered to be missing. South Ossetian participants reiterated the willingness of the South Ossetian authorities to address the issue on mutual release of prisoners.
When discussing the issues of cultural heritage was once again raised the question to return the ancient icon-triptych stolen from the Museum of South Ossetia and now located in Georgia.
The panelists did not discuss the issue of refugees. Resumption of discussing this issue will be possible if Georgian authorities cease artificial politicization of this question.
Due to unconstructive position of representatives of the Georgian delegation, trying to impose their own agenda and the connivance of the EU representative Ambassador Salber, presiding at the first working group, the work of the session was not completed in accordance with established order.
On the eve of the 34th round of discussions was held the information session dedicated to the international experience of the recognition of identity cards and travel documents for the population of the regions affected by conflict.
Another round of discussionsis tentativelyagreedto be held inMarch 2016.

South Ossetian delegation is taking part in the 34th round of international discussions on security in Transcaucasia

Promoters have agreed to stage a match - Murat Gassiev (Iron) - Isaiah Thomas

Dzhioev noted that "no matter how much time has passed, people of South Ossetia will always remember the feat that those guys accomplished on that day."
"Strengthening our country and developing friendly relations with all countries, first of all, with the great Russia, we will always remember this feat - said Dzhioev. - We will remember that the courage of our people, their commitment contributed to the formation of our state. "

During the meeting Dzhioev told about the formation of the statehood of South Ossetia since November 23, 1989.

Leonid Tibilov has noted that November 23 is the most important historical date in the recent history of South Ossetia.
"We are proud of our people, appreciate each individual, because our people have shown an unprecedented feat since November, 23, 1989 - said Tibilov.- Here are many witnesses to this heroism."

The head of state has emphasized that people of Ossetia will always remember the guys who displayed extraordinary courage, facing unarmed the enemy.
"We will also always remember the Russian soldiers who came to our rescue in August 2008 - said Tibilov.- And since then we live in a free, independent recognized country."

Tibilov said that the people of South Ossetia must strive for unity.
"Only the unity of our people, only the cohesion and consolidation can be the basis of our development and strengthening of our country - added Tibilov.- These guys Nov. 23 led the whole nation to exploit, and apparently this example, since 1989 is a kind of guideline in our lives, a beacon in moving forward. "

The Head of State wished the people of South Ossetia prosperity and peaceful clear sky.
The participants laid flowers and wreaths at the memorial stone erected in memory of the feat of the Ossetian guys.

At the meeting also made speech representatives of the public and youth. It was performed patriotic poems and songs.

There is no any alternative to the Agreement on Alliance and Integration signed between South Ossetia and Russia

The Agreement on Alliance and Integration signed in March, 2015 with Russia is very important for our Republic, said the deputy of the Parliament of South Ossetia from the faction "Nykhas" Zita Besaeva, commenting on the importance of the signed agreement for South Ossetia and Russia, as well as the process of negotiating the additional agreements.

"All political forces in South Ossetia, including our party, are united in the opinion that there is no any alternative to the Agreement and that it is an effective mechanism for further integration with Russia", - said Besaeva.

She has added that the Treaty provisions provide for deepening of integration processes with Russia in such key areas of inter-state spheres as defense and security, law enforcement, customs, free border crossing, social sphere, health-care system, citizenship.

"At the moment the specialists of the two countries are negotiating the additional agreements to the Treaty, to be concluded by the end of January 2016, - continued the member of the Parliament of South Ossetia. - I am sure that the executive and legislative power will do everything to conclude the additional agreements at a stated time."

Representatives of "Russia" and "The Union of Russian Citizens" took part in the V Congress of Compatriots

Znaur Gassiev attended the IV International Parliamentary Forum in Moscow

Ambassador Extraordinary and Plenipotentiary of South Ossetia to Russia Znaur Gassiev took part in the in Moscow IV International Parliamentary Forum.
The forum, the theme was which was "The role of parliaments in ensuring international security in modern conditions", was organized by the State Duma of the Federal Assembly of the Russian Foreign Ministry.

Opening the forum, the Сhairman of the State Duma Sergei Naryshkin, said that "Russia was and will advocate for the concept of a Greater Europe, for partnership stretching from Lisbon to Vladivostok, noting that parliamentary diplomacy is also obliged to play its role in this.
During his speech, Sergei Naryshkin invited the meeting to consider the transformation of the forum in a new international organization. The MP has emphasized that the main objective of the project is a dialogue to strengthen international law and trust.

The forum was attended by more than 200 participants from 42 countries, including nine international organizations - executives and members of parliament, representatives of the expert community of the CIS countries, European countries, Asia, Africa and Latin America.

The forum was also attended by the Chairman of the Parliament of South Ossetia Anatoly Bibilov.

In the course of the forum was also discussed the situation in the modern world around the migration relations, the reasons for its growth as a result of armed conflicts, the challenges facing states, and cooperation of the parliaments in matters of migration policy. Participants also talked about the challenges facing the states, cooperation of the parliaments in matters of migration policy, the role of parliaments and inter-parliamentary organizations in strengthening the rule of international law and security.

30 October, 2015, the OSCE Co-Chair of the Geneva discussions on security in Transcaucasia Ambassador Angelo Gnaedinger visited the Republic of South Ossetia.
According to the press service of the Office of the Presidential Plenipotentiary Envoy of the RSO for post-conflict settlement, during the meeting with members of the South Ossetian delegation at the Geneva talks Ambassador Gnaedinger has introduced the independent expert on criminal investigation Mr. Dusan Ignjatovic.
In accordance with the previously reached agreements within the framework of the Geneva process, the OSCE invited the independent expert, Mr. Ignjatovic to investigate the issue of the residents of South Ossetia being listed as missing since 2008.
It is expected that by the end of a two-month work the expert will prepare a report with conclusions and recommendations.
During today's visit to the Republic of South Ossetia Ambassador Gnaedinger and expert Ignjatovic have also met with relatives of the persons being listed as missing.
