The CEC of South Ossetia approved the procedure for nominating presidential candidates

A meeting of the Central Election Commission of South Ossetia was held in Tskhinval, during which an instruction was approved on the procedure for nominating candidates for the post of president of the republic by a political party and an instruction on the procedure for nominating candidates for the post of president by an initiative group of voters and the procedure for registering their authorized representatives. This is reported by the official website of the CEC of the Republic.

The CEC has noted that on January 21, in accordance with the law on presidential elections, the Parliament set the date for the elections - April 10, 2022.

On January 22, the said resolution of the Parliament was published in the state printed periodicals of the Republic. In turn, on the same day, the Central Election Commission of the Republic of South Ossetia began its direct duties in preparing and conducting the election campaign for the presidential election.

“In conditions when the draft laws initiated earlier by the Central Electoral Commission and submitted to the Parliament on amending the constitutional law of the Republic on the basic guarantees of electoral rights and the right to participate in a referendum of citizens of the Republic and on amending the constitutional law on presidential elections were left without consideration, and significant contradictions and gaps in the existing laws, thus, were not eliminated, the Central Election Commission made a decision to develop these instructions. For the uniform application of the norms of the electoral legislation of the Republic, the instructions are also accompanied by standard forms of documents submitted to the Central Election Commission when nominating candidates for the post of president. On January 22, the instructions were published on the official website of the CEC of the Republic of South Ossetia, and on January 25 they will be officially published in the Republican newspaper "South Ossetia", - the words of the Chairman of the CEC of the Republic of South Ossetia Emilia Gagieva are quoted on the website.

The CEC has also noted that, based on the provisions adopted by the Central Election Commission of the instructions, at present only political parties and initiative groups of voters have the right to nominate candidates for the post of President of South Ossetia. At the same time, only political parties registered in accordance with the established procedure no later than one year before the voting day have the right to nominate a candidate.

“A candidate from a political party is nominated at a convention of a political party, which must be attended by at least 100 delegates. A political party may nominate a citizen who is not a member of that party.

Citizens of the Republic of South Ossetia, formed into an initiative group, nominate their candidate at a meeting of the initiative group of at least 100 people. A citizen of the Republic of South Ossetia can be a member of only one initiative group of citizens,” the information says.

It was noted that the Central Election Commission should be notified of the place, date and time of the congress of the political party and the meeting of the initiative group of voters at least 5 days in advance.

“Within 30 days from the date of the official publication of the decision of the Parliament on setting the date of the elections, authorized representatives of political parties and initiative groups of voters who are appointed at congresses of political parties and meetings of initiative groups of voters submit to the Central Election Commission decisions on nomination of candidates for the position of President, drawn up in protocols, together with the necessary legal documents. In this case, the deadline for nominating candidates for the presidency is February 20, 2022. That is, on February 21, documents of political parties and initiative groups of voters on nominating candidates by the Central Election Commission will no longer be accepted,” the CEC has stressed.

The adopted documents for the nomination of candidates for the post of President are considered by the Central Election Commission within 5 days.

“Based on the results of consideration of these documents, members of the Central Election Commission decide on registration or refusal to register authorized representatives of candidates who are simultaneously authorized representatives of political parties and initiative groups of voters, respectively,” the CEC said.

In case of a positive decision of the CEC, registration certificates are issued to authorized representatives and the collection of signatures in support of the candidates nominated by them begins.

“It is also worth drawing the attention of the participants of the electoral process to the fact that all the terms of certain electoral actions are considered without taking into account weekends and holidays. Thus, the acceptance of documents by the Central Election Commission will also be carried out on the specified days,” added the Chairman of the CEC of the Republic of South Ossetia.
