Russian Presidential Aide for cooperation with South Ossetia and Abkhazia Vladislav Surkov has arrived in South Ossetia on a three-day working visit. Today Russian official and President Leonid Tibilov visited several facilities under construction, as well as those under restoration in Tskhinval, in Dzau and Znaur districts. In the village of Dzau they have seen the construction of the district hospital and the administration building.

In Tskhinval was held the X Congress of the Communist Party of South Ossetia, which brought together more than two hundred delegates. The event was attended by the President of South Ossetia Leonid Tibilov and members of the Government of the Republic, Secretary of the Central Committee of the Communist Party, deputy of the State Duma Kazbek Taisaev.
The participants, in particular, have heard the reports of the Central Committee and the Auditing Commission of the Communist Party, elected of the governing party.

Minister of Finance of South Ossetia Aza Khabalova at today's meeting of the government presented a report on the state budget performance for the first nine months of 2013.
According to her, revenues of the state budget for the reporting period amounted to 3 billion 870 million 127 thousand roubles.
"Non-tax revenues are executed in the amount of 18,892,000 rubles, tax revenues - 271.766 million rubles, which is 59.4% of annual budget allocations. The main reason for the shortfall here is the reduction of profit tax. Due to the fact that the implementation of the Investment program in 2013 started late, the Committee on taxes and duties on some items could not perform all indicators,"- said Khabalova.
The Minister noted poor performance of revenues from the use of property in state ownership. According to her, the State Property Committee has to take measures to improve the collection of revenues and tighter administration on existing contracts.
According to her, financial aid to South Ossetia- is also non-tax revenues and is administered by the Ministry of Finance.
"For nine months we received 2,000,000,000 629,916,000. The overall performance index is 67.9%. We receive the funds regularly on the submission of a monthly report to the Ministry of Finance of the Russian Federation and then we get the next tranche of a month. There is no problem, but the problem was due the shortfall in funds allocated for the implementation of the Investment program. The first tranche of this paper was received on September 18, "- explained Khabalova.
She has stressed that the creation of accounts payable for protected articles is not permitted and all obligations according to the law on the state budget are executed in the same extent as laid budget allocations. The discussion of the budget execution report for the nine months was approved and will soon be submitted to the Parliament.
The Cabinet also approved a draft law providing for a number of changes in the law on the budget of the Pension Fund of South Ossetia.
In addition, it was approved the regulation, structure and staffing level of the Ministry of Finance. The questions are related to the establishment of the Treasury.
The meeting participants approved the rates of payment per unit of timber forest plantations and the question of calculation of the size of harm caused to forests due to violation of forestry.
In addition, the government decided to allocate from the reserve Fund of the Chairman of the government the funds in the amount of one million 933 thousand rubles, provided for payment of cost of repairs of the hospital in the village of Sinagur and the infectious diseases hospital.

In South Ossetia are working on establishing a Social Insurance Fund, said at a press conference in Tskhinval the Presidential Adviser on social issues Rodion Siukaev.
According to him, it has already been signed a roadmap to establish the Social Insurance Fund in South Ossetia.

South Ossetia has high hopes for the agreement on trade-economic, scientific- technical and cultural cooperation with Karachai- Cherkessia and North Ossetia, stated the President of South Ossetia Leonid Tibilov after the signing ceremony with the heads of the KCR and North Ossetia-Alania, held in Tskhinval.

Presidents of South Ossetia and Karachai- Cherkessia Rashid Temrezov and Leonid Tibilov have signed an agreement on trade-economic, scientific- technical and cultural cooperation. The signing took place within the framework of the 9th Meeting of the Intergovernmental Commission on socio-economic cooperation between Russia and South Ossetia.

Construction of facilities included in the Investment program to promote socio- economic development of South Ossetia in 2012-2013, is to be completed in 2014. This was stated by the President of South Ossetia Leonid Tibilov, speaking at a briefing on the results of the ninth session of the Intergovernmental Commission (IGC) on socio-economic cooperation between South Ossetia and Russia, held in Tskhinval.

South Ossetian party "New Ossetia" and the party "Fair Russia" signed in Moscow a cooperation agreement, reports the official website of the "Fair Russia." The agreement was signed by the leaders of the parties David Sanakoev and Sergei Mironov. The document was signed on November 26 in the State Duma within the framework of the round table "The Position of the Social Democrats of Russia and South Ossetia on the development of the North Caucasus region."

In Tskhinval has been completed the ninth session of the Intergovernmental Commission (IGC) on socio-economic cooperation between the Republic of South Ossetia and the Russian Federation. As noted at the beginning of the meeting President of the RSO Leonid Tibilov now it`s time to sum up the results of 2013 and outline a number of areas that need to be implemented in 2014.
"I think that in 2014 we can say with confidence that we did more than in the previous two years. This year we also were not sitting by idly, having achieved certain results, "- said the head of state.
