The 25th round of discussions on security in Transcaucasia has started in Geneva

In Geneva has started today the 25th round of international discussions on security in Transcaucasia, attended by the delegations of South Ossetia and Abkhazia, Russia, Georgia, USA, as well as representatives of the EU, the UN and the OSCE.
South Ossetian delegation is headed by Presidential Plenipotentiary Envoy for post-conflict settlement Murat Dzhioev.

Residents of the village of Dmenis told the President of South Ossetia about their problems

South Ossetian President Leonid Tibilov has made today an inspection tour of the village of Dmenis in Tskhinval district of South Ossetia. He was accompanied by the head of Tskhinval district Alan Pliev and the chief of the Control Department under the Presidential Administration Vladimir Tskhovrebov.
The President met with the residents of the village, asked what challenges they face in everyday life.

Leonid Tibilov received the South Ossetian participants of the Geneva international discussions

On the eve of the 25th round of the Geneva international discussions on security and stability in Transcaucasia President Leonid Tibilov has received the South Ossetian panelists, led by Presidential Plenipotentiary Envoy of the Republic of South Ossetia for post-conflict settlement Murat Dzhioev.
The Head of State has noted that "the topics for a discussion have already been outlined, and first of all, it is a draft document on the non-use of force, the signing of which the South Ossetian side has been waiting for a long time."
"Negotiations - it's a delicate process, familiar to all members of the South Ossetian delegation - said Leonid Tibilov - and we must always adhere to our positions, because, no matter who comes to power in Georgia, and whatever statements they make, their policy towards South Ossetia remains the same. "
Murat Dzhioev informed the President about the issues to be discussed in Geneva: "In the course of this round we must focus on a real document on the non-use of force, as the main work of the Geneva discussions is dedicated to this document." He has noted that it is planned to adopt a joint declaration of all participants of the Geneva discussions, that they are all committed to the principles of non-use of force. "The work on this document lasts for more than a year, but due to unconstructive position of Georgia we have not been able to adopt it," - said Murat Dzhioev.
According to the Presidential Envoy, in the course of discussions in Geneva will be considered the issues of prejudiced policy of Georgia towards the Republic of South Ossetia, and in particular, the works conducted by the border services of the Republic to strengthen the state border of South Ossetia, as well as the incidents in the border area.
Also, during the meeting, it was noted that the South Ossetian delegation in Geneva would once again raise the issue regarding the citizens of South Ossetia, languishing in Georgian prisons and convicted by the so-called Georgian justice, as well as the question of the missing South Ossetian citizens.
What about the humanitarian issues, here, according to Dzhioev, will be considered the possibility of supplying some villages in Tskhinval and Leningor districts of South Ossetia with irrigation water."
The Head of State has stressed that "the Geneva talks is the only political platform, where is articulated and defended the position of the people of South Ossetia, and we must make full use of this political arena for implementation of positive goals."

Representatives of the South Ossetian and Russian Executive authorities summarized the results of two-day work

ssues of formation of the Investment Program to promote socio-economic development of South Ossetia have been discussed today at a meeting in Tskhinval with the participation of Russian and South Ossetian executive authorities.
At the beginning of the meeting the President of the Republic Leonid Tibilov briefed on the work done during the two days joint work.
"We have seen more than 20 facilities under construction, as well as a number of border roads. We have some proposals, that will be discussed during the upcoming work", - said the head of state.
The Head of the Russian Presidential Administration for socio-economic cooperation with
CIS countries, South Ossetia and Abkhazia Oleg Govorun proposed to discuss and form the joint working stages. According to him, the group will need more time to inspect the unfinished facilities and make a number of conclusions. In particular, to determine what facilities could be completed in 2014 that requires the on-site monitoring of the progress of construction, availability of logistics and other issues.
"The second point that I would like to focus on: when we take a final decision on the list of facilities for 2014, we should have all the necessary documentation,"- said the Russian official.
He also noted the need to determine the amount required for the annual maintenance of the facilities after putting them into operation.
"These are the conditions, without which we could not take a final decision," - said Govorun.
He has added that the facilities under construction which will be completed in 2014 have construction documents, expertise, but it is not paid. In this regard, Govorun noted to take into account the amount to pay for the expertise when forming the application for 2014. He has also listed a number of facilities that will be included in the investment program for 2014 according to the results of the inspection trip.
In particular, it is the administration building of the Tskhinval district, the local history museum, sewage treatment facilities, a secondary school in the village of Khetagurovo, livestock complex, a sport complex of Kabaeva, a cinema and concert hall "Chermen," four buildings of the micro-district "North," a secondary school № 3.
"We can consider the demolish of the destroyed houses to the north of Tskhinval, to estimate how much it will cost and whether it is possible to do it in 2014 - said Govorun.
He also proposed to include in the 2014 program the roads Bikar -Leningor and Dmenis - Bikar.
Next the meeting continued without participation of the media.
It should be reminded that in South Ossetia on a working visit is the head of the Russian Presidential Administration for socio-economic development with the CIS countries, South Ossetia and Abkhazia, Oleg Govorun and a group of Russian experts, which together with the South Ossetian counterparts are engaged in preparing for the next ninth meeting of the Intergovernmental Committee on socio- economic cooperation between the Russian Federation and the Republic of South Ossetia.

South Ossetian voluntary group activist has appealed to the head of North Ossetia to assess the activities of the former member of the so-called "Alternative government"

Chairman of the South Ossetian public organization of the families of the dead and missing as a result of the Georgian aggression «Memorial» Alena Gagloeva has appealed to the head of North Ossetia Taimuraz Mamsurov in connection with the public statements of a former member of the so-called "Alternative government" Vladimir Sanakoev, established in 2006 by the Georgian special services and functioning in the Georgian-controlled (up to 2008) territory of South Ossetia.
In particular, the South Ossetian voluntary group activist has focused on the publication of Sanakoev on the website «Caucasian policy» October 22, 2013, which refers to the creation of the public organization "Peace Express" in North Ossetia- Alania.
"I appeal to you to stop such political projects, which, of course, are destabilizing , even extremist, and stop in time such statements and their possible harmful consequences," - the statement reads.
As a result of the Georgian aggression, continues Gagloeva, were killed many civilians and defenders of South Ossetia, the best representatives of the Ossetian people.
"Among the killed are my father and mother. We cannot forget about the Russian peacekeepers, who have given their lives for the achievement of peace in South Ossetia. People of South Ossetia are particularly upset about such statements and actions that offend the memory of those who died for our country. It is hard to imagine that in South Ossetia could have lived a man, who by his actions and statements had offended the memory of our common tragedy in Beslan, when were killed innocent children. Esteemed Taymuraz Dzambekovich ! I ask you to give a proper assessment to the activities of Vladimir Sanakoev in the Republic of North Ossetia -Alania, "- the statement says.
Commenting on the interview of Sanakoev, the Chairman of "Memorial" has noted that
his so-called "political activity" was always directly linked to the presence of an "employer."
"The whole world community is aware of that peace reigns in South Ossetia and Abkhazia, but a traitor Sanakoev doesn`t want to believe in it. Apparently, all these five years, he was in a coma and could not realize how much had changed a political scene,"- said Gagloeva, recalling that the independence of South Ossetia and Abkhazia has been recognized internationally.
"In general, one should not take seriously the statements by Sanakoev. This is the nonsense of a mentally ill person. But we cannot ignore that the painful illness and fantasies can be used by the interested groups of people with certain political ideas, inspired and ordered by the West to undermine peace and prosperity in our country. Of course, the basic idea of Sanakoev is a desire to get benefit, inflicting harm in the ordered territorial point, whether it is North or South Ossetia. Such elements as Sanakoev cause irritation in the society," - is convinced Gagloeva .

The main goal of Georgia is to discredit the Russian Federation and the national liberation struggle of South Ossetia - Madina Plieva

Public statements of the former member of the so -called "alternative government" of Georgia Vladimir Sanakoev on the website "Caucasian policy" caused indignation of the people of South Ossetia, who had experienced the betrayal of Sanakoev. Sanakoev to this day has not stopped his anti-Ossetian and anti-Russian activities, but now in North Ossetia.
The appeal of the Chairperson of the Fund to support the wounded, disabled in the course of combat activities in the territory of the Republic of South Ossetia Madina Plieva to the head of North Ossetia Taimuraz Mamsurov, in particular, says:
"We – the invalids - members of the South Ossetian Foundation to support the wounded during combat operations in the territory of the Republic of South Ossetia in 1989-2008, appreciate your productive work, your professionalism and incorruptible patriotism.
You are an inspiring example for us, as a real Ossetian, a wise leader and a prominent political figure. We know that you cherish the ideals of unity of the Ossetian people, happiness and well-being of the Great Russia, and our beloved Motherland - Ossetia.
As you know, our Motherland is experiencing difficult times. Georgian fascists do not leave attempts to subjugate South Ossetia. Unfortunately, in doing so, they use the help of some citizens who are formally Ossetians, have Russian citizenship, but having nothing Ossetian or Russian at heart.
Georgian officials, politicians, extremely hostile to South Ossetia and Russia, do not hide the fact that at the present stage, their main purpose is to discredit Russia and the national liberation struggle of the people of South Ossetia. One of those who actively participated in these actions in the second half of the 2000s is a certain Vladimir Sanakoev. To our surprise, after the shameful failure of the attempts by Georgia to seize the territory of South Ossetia, killing or expelling its people, he settled in North Ossetia.
Sanakoev is trying again to come onto the political scene, giving an interview, in which he expresses the intention to return to Georgia and to resume anti-Ossetian and anti-Russian activities.
In fact, he publicly justifies the policy of state terrorism of Georgia against South Ossetia. His appeals not to accept "Russia's recognition of South Ossetia" should not be perceived calmly.
We express confidence, Mr. Mamsurov, that based on your wisdom, you will make the right decision, following the supreme long-term interests of the Ossetian people, considerations dictated by concern for peace among nations, opposition to any kind of extremism and anti-state activities , no matter where they occur."
It should be reminded that Vladimir Sanakoev is a traitor of the Ossetian people, who took the side of the Saakashvili regime and received from his hands a Georgian passport, now trying to establish in North Ossetia a public organization "Peace –Express."

The results of the presidential elections in Georgia – the new name, the old anti-Russian course

Presidential elections in Georgia have not brought sensations. The new head of state, as predicted almost all, has become the candidate of the ruling coalition "Georgian Dream", uninviting and uncharismatic George Margvelashvili. There was not a second round, his nearest rivals- the candidate of the former ruling party "United National Movement" David Bakradze and former Speaker of the Parliament Nino Burjanadze, together scored less than a third of votes.
But this is not so important. Since these elections, the presidential post in Georgia will be more symbolic than practical. In accordance with the amendments to the Constitution, adopted three years ago, the president's powers are greatly reduced, redistributed between the parliament and the government (controlled by the same "Georgian Dream "). Saakashvili`s era has become irrevocably a thing of the past.
The elections were not an arena for the struggle of ideologies. The top three candidates for the presidency demonstrated touching unanimity on the main directions of foreign policy. President-elect Margvelashvili, as well as Bakradze and Burjanadze, support Georgia's accession to NATO and the EU, rejecting the possibility of returning the country in the CIS ("Georgia is clearly moving in the direction of Europe ") and dreaming of "the restoration of the territorial integrity of Georgia," that means, the return of the independent states South Ossetia and Abkhazia that is, of course, impossible.
There is no doubt that the Georgian course "from Russia" and Euro-Atlantic integration will not change. It is also absurd to expect improvement of Russian-Georgian, Georgian- Ossetian and Georgian- Abkhazian relations, the evidence of which is a number of actions against the installation of barbed wire along the Georgian -South Ossetian border, collecting signatures for a petition against Georgia's participation in the Olympic Winter Games in Sochi ( since the beginning of October has already been collected 28,000 ), burning Russian flags and other such tricks, demonstrating the true approach of Tbilisi to establish inter-state relations.
A striking finishing touch is the reaction of the Georgian leadership to the participation of the Russian pilot Ivan Nechayev, who among other warriors repelled the Georgian aggression in August 2008, in the Olympic torch relay. "The government, which intends to improve relations with the neighboring country, should not behave so provocatively," - commented on the fact the offended government of Georgia. The problem for Tbilisi, as well as in recent years, is not in unleashing the war against South Ossetia, but only in the response of Russia to this inhumane action.
And «to establish relations», apparently, is fundamentally important not for Georgia, which has damaged them itself, but just for Russia.
And this is despite the fact that the Russian market, contrary to the interests of the consumer and the foreign policy objectives of the Russian Federation, has opened for the Georgian wine and mineral water "Borjomi " (which, frankly speaking, loses Russian mineral water both in quality and price ). What other unilateral concessions are required from the Russian side? ... But in Tbilisi are not ready to accept the reality. Georgian political circles still do not even realize such an obvious thing that the train of the "confederate Georgia" is off, and the order of the day is not the "return" of South Ossetia and Abkhazia, which will never happen, but the preservation of the territorial unity that yet remained. Not accidentally Margvelashvili, Bakradze and Burjanadze, as previously Saakashvili with Ivanishvili, during the pre-election campaign in various ways were singing an old song about «finding a common language with Abkhazians and Ossetians» and the construction of new Georgia," which will be interesting for both Abkhazians and Ossetians."
In the current circumstances, the personal composition of the Georgian leadership is not so important - it is still unable to cope with the challenges of the time. In Georgia in the foreseeable future there will be neither pro-Russian, nor pro-Georgian politicians, realizing the depth of the internal and external risks facing the state. For qualitative improvement of the Russian-Georgian relations it is absurd the claims against Russia, but the repentance of the Georgian leadership (and, more importantly, of the society) for the events of 2008 (or rather, for what was happening at least since 1989). But Georgia is proud of its "heroes." The country obviously needs external governance, and it is necessary to carry out the old methods - by a Russian governor-general from the Vorontsov Palace, situated on Rustaveli Avenue in Tbilisi.
