Recently Georgia has been refusing suggestions of South–Ossetia to sign a memorandum that would guarantee not to renew military operations. The Georgian side also rejected development of joint programme on peaceful resolution and further discussion of thwe programme by the top leadership. The Georgian side brought to naught three JCC meetings, the Georgian law-enforcement bodies are carrying out provocations.
The negotiation process is about to fail. Although, the Ossetian side believes that it is necessary to make very effort to reanimate the negotiations. At the same time, if Georgia continues with their destructive activities, blocking the peaceful resolution, that will mean that Georgia is breaking off the negotiation process unilaterally.

Irina Gagloeva, Chairwoman of the State Committee on Information and Press of the Republic of South Ossetia.
