The Committee for Mass Communications of South Ossetia and Ministry of Communications of the Donetsk People's Republic signed a Memorandum on international cooperation in the field of postal services. The document was signed by the Chairman of the Committee for. Mass Communications of the Republic of South Ossetia Khassan Gigolaev and acting Minister of Communications of the DPR Igor Khalepa.

According to Khassan Gigolavev, the document involves the solution of many issues in the field of communications. “These are mailings between our states, letters, parcels, parcels, etc. We are also working on the issues of postal money orders. I think we will conclude separate agreements as part of the Memorandum. The foundation is laid

The departments of the two states recognize the importance of international cooperation in the field of communications, reaffirming the desire to develop and strengthen mutually beneficial cooperation to ensure the smooth functioning of postal services in both states, they intend to facilitate the implementation of joint programs and to develop technologies and the market for services in the field of postal services.

South Ossetia and the DPR, setting themselves the task of determining the basis for implementing and expanding the range of joint actions for the exchange of knowledge and resources, as well as achieving real results in the field of postal communications, have come to a mutual understanding of the implementation of cooperation in the field of postal communication in accordance with generally accepted norms and principles of international rights, the laws of two states and act within their competence.

In addition, South Ossetia and the DPR will exchange the information related to the implementation of state policy in the field of postal services, intend to exchange experiences on the provision of postal services and provide training opportunities for specialists in the field of postal services.

The Memorandum also provides for mutual consultations and coordination of positions regarding participation in the activities of international organizations in the field of postal services and the holding of joint conferences, consultations, symposia, exhibitions, which the parties consider necessary in the framework of this Memorandum.

As noted by Khassan Gigolaev, during the visit to Donetsk, he and his colleagues discussed the issues of communication and roaming relations between our countries.

In June 2014, South Ossetia recognized the independence of the Lugansk and Donetsk People's Republics. In November 2016, in Donetsk, the DPR Ministry of Communications and the Committee on Communications of South Ossetia signed a Memorandum of Cooperation, which became the first international interdepartmental document in the history of diplomatic relations between the DNR and South Ossetia.
