2009-2011 Draft Program for Development of Civil Society in South Ossetia as an Integral Part of Statehood

The development of civil society in order to achieve civil consent is a priority for the Office of Domestic Policy (ODP) of the Republic of South Ossetia. The development of South Ossetia as a dynamic, modern state with the highest standards of living is possible only through increased involvement of human potential upon the condition of civil society development.
The program of development of civil society of South Ossetia in 2009-2011 is designed to implement the directions of the development of the Republic of South Ossetia indicated in the Address of the President of the Republic of South Ossetia to the people of the Republic of 26.12.2008.

The law enforcement bodies of South Ossetia reported 14 November a violation of the South Ossetian airspace by an unmanned aircraft, which flew from Georgia, and made a reconnaissance overflight over the territory of the Republic. It withdrew just after having been shot at. Unfortunately, this is not the only case when a Georgian unmanned aircraft illegally intrudes into the airspace of South Ossetia.

Valery Yakhnovets: We will shoot down all violators of the airspace of South Ossetia

The armed forces of South Ossetia will shoot down all Georgian aircraft violating the airspace of the Republic, stated the Minister of Defence of South Ossetia Valery Yakhnovets commenting violation of airspace of the Republic by a Georgian drone on 14 November.
"South Ossetia is a recognized sovereign state and, under international law, no one has the right to intrude its territory," said Yakhnovets.
Referring to statements by the Deputy Minister of Foreign Affairs of Georgia Nino Kalandadze, who said Nov. 15 that Georgia considered South Ossetia as part of its territory and had the sovereign right to have drones overflying it", Yakhnovets said that he left such claims on the Georgian authorities' conscience.
