The Gori district commissioner reported on the complete calming of the Mountainous Ossetia and requested the withdrawal of troops from the Tskhinvali region. As you know, earlier the Commissioner insisted on taking vigorous measures. Therefore, I decided to withdraw the troops from the Tskhinvali region and I ask you to give an order to General Karaulov to return to Tiflis with the units entrusted to him. With deep respect, N.
