On July 14, 1992, people of South Ossetia greeted the peacekeepers with the hope that, finally, peace had come to the long-suffering land of South Ossetia, Murat Dzhioev, Plenipotentiary of the President of South Ossetia on post-conflict settlement, said during a video message at the round table in Tskhinval.

“And, indeed, the peacekeepers brought peace to the land of South Ossetia,” he said.

According to him, the trilateral peacekeeping forces were formed within the framework of the Sochi agreements.

“The uniqueness of the peacekeeping operation in South Ossetia lay precisely in the fact that, along with the Russian peacekeeping battalions, it involved the peacekeeping forces of the parties that were involved in the conflict,” said Dzhioev. - That is, the Georgian and Ossetian battalions, under the general command.

It was under the general command, the plenipotentiary continued, that the three battalions began to carry out a peacekeeping mission in the territory, which covered 15 kilometers along the border on both sides.

“And in this zone, they started to fulfill their peacekeeping mission. It was the peacekeepers who brought the long-awaited peace, and from that time began the peaceful restoration of South Ossetia, which suffered so severely from the Georgian aggression. In accordance with the Dagomys or Sochi agreements, a Mixed Control Commission was formed, which included representatives of the Russian Federation, South Ossetia, North Ossetia and Georgia. The peacekeeping forces acted under the auspices of the Joint Control Commission, the functions of the JCC were peacekeeping, reconstruction in the zone of the Georgian-Ossetian conflict and the solution or search for a solution to the problem of refugees and internally displaced persons. At the same time, everyone understood that the last two problems - socio-economic recovery and solving the problems of refugees completely depended on how the first mission is carried out, that is, how peacekeeping iwa carried out,” Dzhioev said.

The diplomat has noted that for a long time the peacekeeping forces fully justified their functions, their mission "and were, indeed, a complete guarantor of peace, stability and security for the people of South Ossetia."

"Since 2004, the Georgian authorities have started all kinds of provocations, both against South Ossetia and against the peacekeeping forces, trying to destroy this unique operation," Dzhioev said. «And although they did not succeed, but, nevertheless, in recent years, the peacekeeping forces have carried out their tasks in rather difficult conditions."

Dzhioev reminded that on August 7, at the location of the peacekeeping forces, through the efforts of the representative of the Russian Federation Popov and the commander of the Peacekeeping Forces, General Kulakhmetov, the agreement was reached that the co-chairs of the Joint Control Commission would meet at the location of the Peacekeeping Forces the next day in order to make efforts to defuse the situation.

“But on the night of August 8, Georgia launched aggression against South Ossetia,” Dzhioev stated. - Unfortunately, many peacekeepers suffered in this aggression. Eternal memory to the guys who gave their lives for South Ossetia, for peace and security on our land. The people of South Ossetia remember this.”

On behalf of the people of South Ossetia, he expressed gratitude to those who served and commanded the united forces of the peacekeeping forces "for the peace they brought to our land."
