The VIth congress of the ossetian people has accepted a resolution «About the refugees and the position of the ossetians in Georgia», in which it calls the management of Georgia to recognize the responsibility of the georgian state for the ethnic cleanings concerning the ossetians and calls the georgian authorities to stop all the persecutions, prosecutions and discrimination of the ossetians in Georgia.

«I once again want to pay your attention, that the georgian side continues to ignore the arrangements, accepted by it in the zone of the conflict: the articles 17 and 18 of the Appendix №1 of the Protocol of JCC №7 from December, 6th, 1994, and also the article 42 of the Provision about the Group of military observers and the Joint peacekeeping forces in the Commonwealth of Independent States (the Decision of the Inter-parliamentary Assembly from October, 29th, 1994), and to keep illegally two military men of the Peacemaking Forces from the Republic of North Ossetia-Аlania, seized in the zone of the georgian-ossetian conflict on August, 29th, 2007 by the power structures of Georgia », informs the assistant of the commander of JPKF on work with mass-media the lieutenant colonel Juriy Vereshchak.

«On September, 18th, 2007 by the group of military observers from the three parties with the representatives of the Mission of OSCE had been held a monitoring with the purpose of checking of the received from the georgian side information about carrying out of engineering works in the area of the settlements Khetagurovo and Disevi.

In the zone of the georgian-ossetian conflict above Tskhinval is recorded the flight of a light-motor plane, which has thrown down pieces of paper above the town with an emblem of the movement « Kokojty - farewell » and has left the air space of the Republic of South Ossetia.

The delegates of the congress have discussed the basic reports, made at the congress, and have unanimously expressed support to the struggle of the South of Ossetia for independence and supported the unification of two Ossetias. The speakers have made a protest against the aggressive policy of Georgia in relation to the South of Ossetia.

«The yellow march » on Tskhinval, which in Georgia was prepared for failure of the VIth congress of the ossetian people, did not take place. The preparation was conducted thoroughly. Yellow T-shirts and baseball caps with corresponding symbolism, stocks of posters and flags have already been prepared. The march columns, formed from the tested fighters of «Kmara», have rehearsed the scansion of slogans in ossetian, worked through the break of the militia cordon and the clash with the counter demonstrations, but at the last moment the order on performance did not arrive.

The georgian party deliberately gives no legal estimation to the actions of the citizens of Georgia Khmiadashvili G.N. and Midodashvili V.Y., the illegal actions of which have caused their detention at the check point of the peace-making forces from the Russian Federation «Мegvrekisi» on September, 11th of this year.

For the last month the operative situation has become complicated in Leningor region of the Republic of South Ossetia. According to the information from the law enforcement bodies of RSO, a sharp increase of military presence of the georgian side and of the illegally placed posts of the Ministry of Internal Affairs of Georgia near the borders of the ossetian settlements Tsinagar, Zakkor, Orchosan, Armaz is noted.

Earlier it was already informed about the illegal arrest and imprisonment by the georgian side of the Russian citizens T.Khachirov and V.Valiev, the military men of the north-ossetian battalion of the Joint Peacekeeping Forces (JPKF) in the zone of the georgian-ossetian conflict, having taken place on August, 29th, 2007.
Despite the demarches of the Ministry of Foreign Affairs of Russia, the urgent appeals of the embassy of Russia in Tbilisi, our military men are not released till the present time. The Russian consular representatives have not received access to them. The Ministry of Foreign Affairs of Georgia does not give any intelligible explanations to the violent actions of the georgian law enforcement bodies against the peacemakers. No proofs are presented to the ostensibly committed by them offences.

Today the representatives of the Parliamentary Assembly of the Council of Europe (PACE) have arrived in the Republic of South Ossetia with an official visit. The delegation has entered the readers of supplementary report of PACE Matthias Jorsh and Kastriot Islami, and also the adviser on political questions of PACE Ivi-Тriin Odrats.
The European members of the parliament were accepted in Tskhinval by the chairman of the Parliament of RSO Znaur Gassiev. In the meeting there also took part the Minister of Foreign Affairs of RSO Murat Dzhioev, the vice-presidents of the Parliament of RSO Juriy Dzitstsojty and Tarzan Kokojty, the secretary of the south-ossetian part of JCC Leonid Tibilov, and also the deputies of the Parliament of RSO.
