Effective Interaction of Prosecutor General's Offices of South Ossetia and Russia ensures legitimacy of spending of the funds allocated for the rehabilitation in the Republic, Anatoly Palamarchuk, Head of the Department for Implementation of Federal Legislature of the RF Prosecutor General's Office, stated at the press briefing in Tskhinval after the second meeting of the inter-agency working group of the Prosecutor General's Offices of South Ossetia and Russia.
"Throughout the month after the first meeting, we have been inviting all relevant ministries, departments and entities, reviewed their work, checked each and every budget entry allocated for the rehabilitation of sites damaged during an armed conflict in South Ossetia ", said Palamarchuk.

In Moscow, a meeting of Plenipotentiary of the President of South Ossetia for Post-Conflict Settlement Boris Chochiyev with the Council of Europe Commissioner for Human Rights Tomas Hammarberg took place. As Boris Chochiev reported to IA "Res" by telephone from Moscow, the meeting discussed the fate of citizens of South Ossetia and Georgia missing from and after the Georgian aggression in August 2008, as well as prolongation of the work of international experts engaged by Hammarberg to look into this problem.

Plenipotentiary for Human Rights under President of the Republic of South Ossetia David Sanakoev participated in the international scientific conference in Transnistria, which focused on development of human rights institutions in the self-determined states. The conference was organized to coincide with International Human Rights Day celebrated on December 10. During the discussion, the South Ossetian Ombudsman drew attention to the importance of security as a crucial factor for protection of human rights.

Another meeting within the frames of the Incident Prevention and Response Mechanism (IPRM) was held in the border village of Ergenti (Georgia).
As the Head of the South Ossetian Delegation Merab Chigoev reported to IA RES, representatives of South Ossetia, Georgia, Russia, OSCE and the EU Monitoring Mission (ECMM) in Georgia participated in the meeting.
"The meeting discussed the work of the Border-Guard Service of South Ossetia on defining the borderline. Participants of the meeting touched upon the incident, which occurred on November 25 near the village of Ditsi (Georgia). At a time when our official services were carrying out works on defining the state borderline in the vicinity of the village of Ered (Tskhinval district of South Ossetia) and Ditsi (Gori district of Georgia), a group of civilians of Georgian nationality came close to the boundary line and tried to prevent this work.

The international discussions in Geneva provide South Ossetia and Abkhazia with an opportunity to bring their position to the wider international community, said the OSCE Co-Chair Ambassador Nurgaliev after the meeting in Tskhinval with the Plenipotentiary of the President of South Ossetia for Post-Conflict Settlement.
He recalled that on December 2 in Astana after the 11-year break, the OSCE Summit took place.

On December 8, a working meeting of the Plenipotentiary Representative of the President of South Ossetia for Post-Conflict Settlement Boris Chochiev, Deputy Plenipotentiary Representative of the President of South Ossetia for Post-Conflict Settlement, Merab Chigoev and the State Advisor to the President of South Ossetia Konstantin Kochiyev with the Co-Chairmen of the Geneva Discussions on security in the Caucasus took place in Republic of South Ossetia.

On 8 December, the delegation of Co-Chairs of the Geneva Discussions on security in the Caucasus is visiting South Ossetia, reports the Office of the Special Representative for Post-Conflict Settlement. The delegation includes the OSCE Co-Chairman Bolat Nurgaliev, EU Envoy Ambassador Pierre Morel, UN Co-Chair Antti Turunen, representative of the OSCE Secretariat Rasa Ostrauskaite, European Commission Senior Political Advisor Thierry Bechet, representative of the UNHCR Gulliermo Bettucci, and Giedrius Chekuolis, the OSCE 2011 Chairman-in-Office.

Statement by the President of the Republic of South Ossetia Eduard Kokoity

In his recent speech in the European Parliament, the Georgian President Mikhail Saakashvili said that he refused to use force to "restore the territorial integrity" of his country, and would not attack either the Russian "occupant" or their "puppets". If this statement is translated into common language, it would mean that Saakashvili promises not to use force against South Ossetia.

Astana OSCE Summit has taken place this week. After 11-year break, the Summit did not completed its intitial tasks, and it was impossible to develop a unified document to satisfy all the member states of the organization. Deputy Minister for Foreign Affairs of the Republic of South Ossetia Kazbulat Tskhovrebov comments on the results of the OSCE Summit in Astana.
What your evaluation of the OSCE Summit ? Did it bring any results?

The President of the Republic of South Ossetia Eduard Kokoity received the RF Minister of Regional Development Viktor Basargin paying a working visit to the Republic. The meeting was also attended by the Prime Minister of South Ossetia Vadim Brovtsev, Deputy Regional Development Minister of the RF Roman Panov, Russian Ambassador to South Ossetia Elbrus Kargiev.
At the beginning of the meeting, Eduard Kokoity noted that after successful meeting of the Intergovernmental Commission, where important decisions were taken in relation to the future prospects of Russian-South Ossetian co-operation a lot had already been done.
"We are cooperating with the Ministry of Regional Development entrusted by Russian government to deal with this issue. Your today’s visit receives special attention in South Ossetia since it the end of the year and the comprehensive rehabilitation plan is about to complete, " said Eduard Kokoity.
Addressing Viktor Basargin, the President noted that it was thanks to Basargin’s personal involvement that the agreement was reached on allocation of funds for the construction of private housing in South Ossetia.
