of the South-Ossetian part of the Joint Control Commission
on the resolution of the Georgian-Ossetian conflict
As it was earlier informed, on June 23, 2008 a delegation of ambassadors from 12 countries of the European Union accredited in Georgia visited the Republic of South Ossetia. The aim of the visit was to acknowledge with the course of implementation of the International donor program on economic rehabilitation of the zone of the Georgian-Ossetian conflict.
In the course of the meeting with the Deputy Chairman of the Government – Minister for Special Affairs of the RSO, JCC Co-Chair from the South-Ossetian part Boris Chochiev and Minister for Foreign Affairs of the RSO Murat Djioev the ambassadors assured that they intended to adhere to the program of their staying on the territory of the Republic of South Ossetia which had been preliminary agreed with the South-Ossetian side and that they were not going to meet with the “temporary administration of South Ossetia” at the head of Dmitry Sanakoev.
Nevertheless, it became known that on their back way from Sver where the delegation had examined the object being built in frames of the International donor program, in violation of earlier signed agreements the ambassadors visited Kurta, where they had a meeting with D. Sanakoev.
In connection with this the South-Ossetian part was forced to suspend the further program of ambassadors’ staying on the territory of South Ossetia.
The South-Ossetian part of JCC states the following: up to the present attempts to politicize the implementation of the International donor program were made only by the Georgian side, as a result of what it were sharply slowed down rates of implementation of projects which were confirmed and included into that program earlier.
But the happened events let us understand who stands behind this. Taking into consideration that the “temporary administration of South Ossetia” has nothing to do with the International donor program and its implementation, we asses the above mentioned meeting as a wittingly counter-productive, provoking attempt to give some political weight and visibility of respectability to the “temporary unit”, to tie up the implementation of economic program with political issues what goes counter both to earlier signed agreements in frames of JCC, including those ones which regard to the Donor program, and to earlier signed agreements concerning with today’s visit of ambassadors of EU to the Republic of South Ossetia.
At that, earlier in April – at the beginning of June this year the ambassadors ignored the official invitation of the President of the Republic of South Ossetia Eduard Kokoity to visit South Ossetia and have consultations aimed at relieving the escalation between South Ossetia and Georgia which had formed because of the Georgian side.
The given activities of the ambassadors clearly contradict with the diplomatic protocol and earlier declared position of the EU about adherence to the peaceful settlement of the Georgian-Ossetian conflict with the fulfillment of earlier signed agreements.
The South-Ossetian, side attaching much importance to the international assistance to the process of peaceful settlement of the Georgian-Ossetian conflict in a whole and to the implementation of the International donor program on economic rehabilitation of the zone of the Georgian-Ossetian conflict in particular, expresses sureness about receiving explanations on the given fact.
