Minister of Foreign Affairs Republic of South Ossetia Murat Jioev sent an official letter to the chairman-in-office of the OSCE Mr. Alexander Stubb.
In the letter particularly is spoken:

«Expressing my highest respect to you let me also express my gratitude for the efforts the OSCE and you personally make for the peaceful resolution of the Georgian-Ossetian conflict in which cause the Organization headed by you is entrusted with an important mediatory mission.
A visit of the OSCE member-states’ ambassadors to Georgia is planned for the first half of this year. A visit is also organized with the assistance of the OSCE Mission in Georgia and the Tskinvali OSCE mission of the diplomats to the Republic of South Ossetia with the aim of meeting with its authorities. It will undoubtedly be a real evidence of the Organization’s strife for a peaceful resolution of the Georgian-Ossetian conflicting views.
The event will no doubt have positive results since it will help the European community obtain objective information concerning the present state of Georgian-Ossetian relations as well as the existing situation in the zone of conflict and possible perspectives of the Georgian-Ossetian conflict resolution.
I consider it necessary to also add that we are well informed about the project prepared by the Georgian Ministry of Foreign Affairs concerning the Program of the OSCE ambassadors’ working visit in which project the Georgian side suggests European diplomats meeting with representatives of the so called ‘Temporary administration of South Ossetia’ the latter actually consisting of members of the Georgian special agencies whose activities are further aggravating the Georgian-Ossetian relations.
The Republic of South Ossetia has more than once voiced its negative opinion of the Georgian side’s strife for legitimizing at any cost the criminal structure whose existence has already brought irreparable damage to the conflict resolution process and whose activities are further sharpening the positions of the parties to the conflict.
By trying to present their marionettes to the international community as a party to the conflict the Georgian authorities aim at dragging them into the negotiation format; they have openly and repeatedly forced the official representatives of international organizations who came to South Ossetia to also pay a visit to the village of Kurta in order to meet with the participants of the Tbilisi-created illegal structure.
The last evidence of this is the provocative ‘visit’ previously not agreed with the South Ossetian authorities by the delegation of Ambassadors accredited in Georgia to the village of Kurta. The visit of 23 June this year was made in violation of the assuranses previously made by Mr. Fournier, France’s ambassador to Georgia. In consequence the program of the ambassadors’ presence on South Ossetia’s territory had to be suspended.
South Ossetia’s authorities have enough grounds for assessing all contacts of official representatives of the international community’s organizations and structures with the participants of the above mentioned ‘temporary administration’ as incompatible with piece building and mediatory efforts».
